CHAIRMAN (in English):-The Chairman declared the meeting open at 11.07 a.m.
MOTIONS
(1) PROFESSOR LEUNG PING-CHUNG, CHAIRMAN OF THE PUBLIC HEALTH SELECT COMMITTEE, moved the following motion:-
'RESOLVED that the Food Business (Urban Council) (Amendment) (No. 2) Bylaws 1994 be made under section 56 of the Public Health and Municipal Services Ordinance, Cap. 132.'
He said (in English):-Mr. Chairman, as Chairman of the Public Health Select Committee, I rise to move the motion standing in my name.
The Food Business (Urban Council) (Amendment) (No. 2) Bylaws, made under section 56 of the Public Health and Municipal Services Ordinance, Cap. 132, now before the Council, will, when adopted, control the quality of water used for the keeping of live fish or shell fish intended for human consumption in restaurants, market stalls, and fresh provision shops. The Council may consult the Director of Health specifying the water standard for this purpose and shall publish the same in the Gazette.
Mr. Chairman, I beg to move.

(2) PROFESSOR LEUNG PING-CHUNG, CHAIRMAN OF THE PUBLIC HEALTH SELECT COMMITTEE, moved the following motion:
'RESOLVED that the standard of water quality for the purposes of bylaw 10A of the Food Business (Urban Council) Bylaws be specified as follows:
E coli: less than 610 per 100 ml
Absence of pathogenic organisms.'

The Council has consulted the Director of Health before specifying the standard of water quality for the purpose of bylaw 10A(1) of the Food Business (Urban Council) Bylaws. The Notice now before the Council will, when published in the Gazette, specify the standard of water quality for that purpose.

MR. WONG SHUI-LAI, VICE-CHAIRMAN OF THE PUBLIC HEALTH SELECT COMMITTEE (in English):-Mr. Chairman, I second the motion.

(3) PROFESSOR LEUNG PING-CHUNG, CHAIRMAN OF THE PUBLIC HEALTH SELECT COMMITTEE, moved the following motion:-
'RESOLVED that under section 142 of the Public Health and Municipal Services Ordinance (Cap. 132) the powers and functions of this Council under bylaw 10A of the Food Business (Urban Council) Bylaws be delegated to the Director of Urban Services with immediate effect.'
He said (in English):-Mr. Chairman, as Chairman of the Public Health Select Committee, I rise to move the motion standing in my name.
For administration convenience, the powers and functions of this Council under bylaw 10A of the Food Business (Urban Council) Bylaws shall be delegated to the Director of Urban Services with immediate effect under Section 142 of the Public Health and Municipal Services Ordinance (Cap. 132).
