We are now moving to endorse our budget for the coming year, but I am sure members of the public are interested in the question raised by Mr. WONG. But because of standing order, we probably will not be able to answer that question but I would like to express my view. I think that in the coming year, the increase in expenditure will not only be totally cost effective but also will go towards improving the quality of life in Hong Kong and enhance our quality of service.

'RESOLVED that the Public Health and Municipal Services (Public Pleasure Grounds) (Amendment of Fourth Schedule) Order 1994 and the Public Health and Municipal Services (Stadia) (Amendment of Twelfth Schedule) Order 1994 be made under sections 106 and 105A respectively of the Public Health and Municipal Services Ordinance, Cap. 132.'

He said (in Cantonese):-As Chairman of the Recreation Select Committee, I rise to move the motion standing in my name:

'RESOLVED that the Public Health and Municipal Services (Public Pleasure Grounds) (Amendment of Fourth Schedule) Order 1994 and the Public Health and Municipal Services (Stadia) (Amendment of Twelfth Schedule) Order 1994 be made under sections 106 and 105A respectively of the Public Health and Municipal Services Ordinance, Cap. 132.'

The purpose is to amend the Fourth Schedule and the Twelfth Schedule of the Public Health and Municipal Services Ordinance, Chapter 132 to include three new venues, delete one existing public pleasure ground, rename one public pleasure ground and one stadium.

'RESOLVED that the Hawker (Urban Council) (Amendment) Bylaw 1994 be made under section 83A of the Public Health and Municipal Services Ordinance, Cap. 132.'

He said (in Cantonese):-As Chairman of the Markets and Street Traders Select Committee, I rise to move the motion standing in my name:

'RESOLVED that the Hawker (Urban Council) (Amendment) Bylaw 1994 be made under section 83A of the Public Health and Municipal Services Ordinance, Cap. 132.'

The Hawker (Urban Council) (Amendment) Bylaw 1994 made under the Public Health and Municipal Services Ordinance, Cap. 132 now before the Council will, when adopted, amend Bylaws 16 and 34 of the principal bylaws to empower any public officer authorised in writing by the Urban Council to require production of hawker licence or hawker badge by a licensed hawker for the purpose of inspection by the officer or to direct a licensee of a fixed pitch to vacate the pitch temporarily in certain circumstances. The purpose of the bylaws is to take into account the new Hawker Control Officer Grade to be introduced this year.

The amendment bylaw has been agreed by the Markets and Street Traders Select Committee and the Standing Committee of the Whole Council.

The purposes of the Order are to cancel the designation of the existing City Hall Public Library at the second, third, fourth, fifth and sixth floors of the City Hall High Block and to designate the ground floor, second to sixth floors and eighth to eleventh floors (excluding the staircase, the floor lobby on each floor and the recital hall on the eighth floor) of the City Hall High Block as a library and to amend the Schedule to the Designation of Libraries (Urban Council Area) Order 1986.
