district affairs. It seems as if such activities have not been adequately reported and people might erroneously think that we have not done anything in this area. As for the relationship with our citizens we do have a Member Duty Roster System. However, no mentioning has been made on the cases dealing with members of the public. So should we actually, in this Annual Report, incorporate more detailed reports in this particular aspect so that members of the public will be making use of the system, which will help to promote our relationship with the community and also enhance our image. I support the motion.
MR. STEPHEN LAU MAN-LUNG (in Cantonese):—Mr. Chairman, as Mr. Chan is the Chairman of the Libraries Select Committee, he is very concerned about the publication and this is good. Mr. Paul YOUNG also mentioned about 110th anniversary of the UC and the 30th anniversary of the City Hall. But I would like to mention that the Urban Council became financially autonomous in 1973. So this is the 20th anniversary of its autonomy. The strong point about the Urban Council is its financial autonomy and this is worth mentioning. It is only when it became financially independent that we got this Chambers. So this is the 20th anniversary of this Chambers. Mr. CHAN said that the report is very gloomy and there is nothing farther from the truth in terms of this chamber because we are very lively and dynamic. This is worthy of praise. Mr. Chairman, with these remarks, I support your motion.
MR. JASON YUEN KING-YUK (in Cantonese):—Mr. Chairman, I would like to follow up on what my colleagues have said in relation to the Annual Report. I do not want to take up too much of Members' time, but very briefly I would like to make one point. I think that the cover is extremely important. The contents are very rich. But this particular cover probably will not be eye-catching enough. I would tend to think that this is a house programme for a philharmonic orchestra performance. So in designing the cover for the Annual Report, we need to pay attention to what are the things that we want to play up and what are the things that we wish to play down. That is all that I want to say. I feel that the Annual Report itself is rich in content, but unfortunately the cover which is so important is far from ideal.

PAUL YOUNG TZE-KONG (in English):—Mr. Chairman, I thank all the Members for all the comments a lot of which have already been dealt with in the various select committees meetings and Public Relation Sub-Committee meetings as well. I am sure that with the tremendous amount of work done by the Council, it will not be possible to include everything. But I am sure that if one turns to the group photographs of this Annual Report, every one looks very happy. So I fail to see why we should feel unhappy at this moment. The colour itself matches Mr. CHAN's cloth very well. If you carry it around all the time I am sure you will become attractive. More cameras will run after you. I should not waste people's time much further, we will try to make improvement next year. I am sure that with our continued financial independence I am sure we can produce better publications in future. Thank you very much, Mr. Chairman.
