MISS CECILIA YEUNG LAI-YIN (in Cantonese): Mr. Chairman, concerning provision of parking facilities at UC venues, I fully support this idea. Many of my colleagues have given a lot of justifications for this idea. I personally feel that concerning our projects including big UC complexes, I think carparks or underground carparks can be provided at those complexes. And of course, parking fees will be charged. And I think the Transport Department will not be in a position to interfere. If we can get revenue from this source, then we will be able to meet our expenditure, and also, the carparking facilities can provide convenience to the users of our venues. Some Members said that for those who patronized the markets, they needed not drive a car to go to the market. But for some people who live far away from the markets, they may really need parking facilities. This is consistent with the Urban Council's objective of providing more services to the public. We have the land, and so I think we should provide an underground carpark at UC complexes. This will provide convenient services to the market users. Say at Lok Fu, there is a big underground carpark to provide convenience to the users of the facilities. So I hope that this dream of mine will come true.

CHAIRMAN (in English): I would like to add my views too. The spirit of the motion, I think, is to provide some carparks in some UC venues for venue users. There are some dissenting views as to where and in which venues to provide carparks. And also, some Members raised some side issues in our relation with the Transport Department or our jurisdiction to provide carparks or, in fact, our right to collect fees. But the general spirit of the motion is whether we should provide some carparks in the UC venues for the use of the venue users. So I would also like to remind Mr. CHIANG, as the mover of the motion, you have the right of reply. Do you want to exercise the right of reply, Mr. CHIANG?

A final remark is that I think we should improve on the UC venues. They must be competitive. For example, many supermarkets have provided some services. Provision of carparking facilities will increase the competitiveness of our markets, and they are not luxurious facilities. So, in conclusion, I would like to thank Members who spoke on this motion and the Chairman, and I hope that this motion can be carried.
