Mr. Chairman, I think our direction today is that we must keep up with what we have done in the past i.e. we should respect the division of labour and we should respect the demarcation of functions between the two. As I understand from the debate and from members' speechès, there is some dissatisfaction here. I don't want to increase the misunderstanding and dissatisfaction, otherwise that may lead to what has been pointed out by some members. That is as a result of the problems of another body, the sports development in Hong Kong will be hampered. We don't want to see that happens. If the SDB is not willing to restrain and adjust accordingly, then I am afraid the hampering of the sports in Hong Kong which arises from the dissatisfaction and misunderstanding will happen. With these remarks, I conclude my speech, Mr. Chairman.
CHAIRMAN (in English): May I clarify. Mr. WONG Siu-yee, you said you are against the motion. But actually in the content of your speech it is very much in favour or rather you support the motion but you thought the wording is not strong enough. Is my understanding correct? So in that case I would advise you to vote for. Just to clarify our understanding.
MR. WONG SIU-YEE (in Cantonese): Mr. Chairman, I object the motion not because the motion is wrong but I think that we should adopt another approach. We should choose another direction. What I propose to do is that we should review the structure irrespective of whether the Hong Kong SDB should still exist as a separate body. Another point is that we want to find out whether the Government would like to produce more and more such Councils and bodies. As Mr. Justein WONG has said 'are we going to have a hawker control council in the future?' So in my speech I hope to invite the Secretary for Recreation and Culture to come here to be questioned by us.
CHAIRMAN (in English): Would you take a vote on the motion? The motion reads that 'Resolved that this Council reaffirms and upholds the present demarcation of responsibilities with the Hong Kong Sports Development Board in order to provide better co-ordinated and diversified sports programmes in the best interest of the community at all levels'. The motion does not concern anything about abolition of SDB or other measures against SDB. But what we want is to uphold and reaffirm the present demarcation of responsibilities.
