MINUTES

The minutes of meeting held on 15 October 1992 were confirmed.

PAPER

The following paper was laid on the table:

(1) Report to the Urban Council by the Secretary, Urban Council, for the months of October and November 1992.

QUESTIONS

1. MR. FUNG KWONG-CHUNG asked the following question (in Cantonese): Recently, during his visit to Penfold Park in Sha Tin, an 8-year-old child fell into a pool by accident and was drowned. This has become the cause for public concern over the safety of large open ornamental pools in parks. As there are similar facilities in a great number of parks under the Council, I would like to ask:

(a) When the Council endorses the layout plans for the pools of our parks, is there any prescribed safety standard, for such things as depth of the pools, accessibility to poolside, compulsory installation of railings, etc.?

(b) Are safety facilities provided in the pools of our parks, e.g. lifebuoy, life-saving reel, railings, warning signs etc.?

(c) Has the staff responsible for the management of these pools been instructed to pay particular attention to visitors' safety and to the maintenance of poolwater's cleanliness and hygiene?

MR. RONNIE WONG MAN-CHIU, CHAIRMAN OF THE RECREATION SELECT COMMITTEE, replied as follows (in Cantonese): Mr. FUNG's question concerns the safety aspects and management arrangements for ornamental pools in Urban Council parks.

As Mr. FUNG has pointed out, many of our parks are now provided with water features. I am advised that we have almost 80 of them in over 50 of our venues.

In planning and maintaining these facilities over the years, the Department has built up a great deal of expertise. In this process, very strict safety standards have also been developed. So, I can assure Mr. FUNG, and the public, that whenever layout plans are presented for the Council's endorsement, the necessary safety requirements have always been incorporated.
