MR. B. A. BERNACCHI asked the following question (in English):-In connection with the new Urban Services market to be erected in Chai Wan district, when designing the market, could a very large study room be incorporated. The smaller study room in the Yue Wan Market can then be added to the district library there. The existing facilities both of study rooms and district libraries cannot cope with the increased population in this area and both desperately need to be extended.

MR. JOSEPH CHAN YUEK-SUT, CHAIRMAN OF THE Libraries Select Committee, replied as follows (in Cantonese):-This question concerns the provision of library facilities for the Chai Wan district, with particular reference to the provision of such facilities in the new Chai Wan Market Complex.

The existing Chai Wan Public Library at Yue Wan Market Building, which was opened in April 1979, is smaller than a standard district library, and has an area of 836 m2. It provides an adult lending library, a children's library, a newspapers and periodicals section, and a study room with 162 seats.

The Libraries Select Committee is very conscious of the need for better library and study room facilities for Chai Wan, and has recently agreed to reprovision the existing library at Yue Wan Market in the new Chai Wan Market Complex. This reprovisioning will enable us to increase the size of the library to that of a standard library of 1500 m2 with a full range of library facilities. The new library will provide new facilities not currently available, such as audio-visual library, a dedicated extension activities room and, indeed, a larger study room with 200 seats. The new district library in Chai Wan Market Complex is scheduled for completion in December 1995.

MR. B. A. BERNACCHI (in English):—Do I understand by that answer that the new large study room of 200 seats will be in the new Chai Wan Market Complex?

MR. JOSEPH CHAN YUEK-SUT (in Cantonese):-Mr. Chairman, this is according to the Capital Works Programme No. 043CX which is the project number for Chai Wan Market Complex. Work will start in 1993 and will be completed in 1995 and the library will be reprovisioned within the Chai Wan Market Complex.

MR. WONG SHUI-LAI (in Cantonese):—I would like to ask whether this new library will consider providing lending of audio-visual materials? In many advanced countries overseas, such lending of audio-visual materials are available, so will we have the same thing in this library? Moreover, will the Libraries Select Committee consider extending such a service to all our district libraries in Hong Kong so that our libraries will be able to serve the public better?

MR. CHAIRMAN (in English):-It is not quite related to the question. But Mr. CHAN, would you just attempt. This is not related to the question. The question asks about the study room in Chai Wan Library.

MR. JOSEPH CHAN YUEK-SUT (in Cantonese): Mr. Chairman, although this supplementary question is not directly related to the original question, I would try to provide an answer. Concerning lending service of audio-visual materials, the Libraries Select Committee has paid a lot of attention to this. We hope very much that we will be able to make our laser disk and video tapes accessible to the public and free of charge just as cassette tapes. We have contacted large suppliers. The only problem now is the copy-right because we may infringe upon the copy-right of the suppliers. We must get the consent of these suppliers before we can let the public borrow such video tapes or laser disks. We are still negotiating with the suppliers and we hope that in future we will be able to provide such a service as long as we get their consent and they are willing to let us use the video tapes and disks free of charge. At present, the negotiation is still continuing.

MR. IP KWOK-CHUNG asked the following question (in Cantonese):- Recently there has been a case in which a member of the public considered that the alertness and life-saving technique employed by our lifeguards was not up to the acceptable standard. Please could you answer the following questions:

(1) whether the calibre and professionalism of the lifeguards have been examined, or only their relevant certificates are counted when they are recruited; and
