'RESOLVED that the Pleasure Grounds (Urban Council) (Amendment) By-law 1993 be made under section 109 of the Public Health and Municipal Services Ordinance, Cap. 132.'

He said (in English):- Mr. Chairman, as Chairman of the Recreation Select Committee, I rise on the motion standing in my name:-

'RESOLVED that the Pleasure Grounds (Urban Council) (Amendment) By-law 1993 be made under section 109 of the Public Health and Municipal Services Ordinance, Cap. 132.’

This amendment will enable new fees to take effect from 1st April 1993.

In November 1992, Members of the Recreation and Finance Select Committees were informed that the operating costs for indoor games halls and squash courts had increased. However, in keeping with the Council's policy of setting fees at affordable levels, Members decided that these hire charges should only be increased by about 16%. Moreover, concessionary rates were also approved for schools and subvented non-government organizations. They will be able to use our indoor games halls and squash courts at half the normal rates during non-peak hours.

It is estimated that this fee revision should reduce the overall operating deficit to about $83 million.

Against this background, Sir, I so move.
