HONG KONG URBAN COUNCIL

(b) Dog droppings: Inconsiderate dog owners let their dogs defecate and urinate everywhere in the street when U.S.D. staff are off-duty. The Council should step up law enforcement action jointly with other departments.

(c) Nuisance caused by unlicensed hawkers and stalls: Unlicensed hawkers and stalls encroach on public space to operate their business, thus generating rubbish, noise and grease, and obstructing streets. This problem has long existed. The Council should work out suitable solutions as quickly as possible.

(2) Entertainment

During festivals, this Council usually provides entertainment programmes for the public, such as the Lunar New Year bazaar, the Lunar New Year fireworks display (organized in conjunction with businesses in the private sector), Spring Lantern Festival Carnivals (organized by private bodies in various districts with the support of this Council) and Mid-Autumn Festival Carnivals etc., but no such activities are organized to celebrate Christmas and the New Year. The Culture Select Committee and the Entertainment Select Committee of the Council should therefore consider organizing major functions during Christmas and New Year holidays to cater to the needs of the general public.

(3) Greening the Environment

The catchwords 'Green the place we live in and save our deteriorating environment' have become the major concern in Hong Kong. The Council's Working Group on the Greening of Hong Kong should lay emphasis on practical work and play a leading role by seeking the cooperation of the District Boards in spreading the idea of 'Greening the environment' to each and every part of the community.

'Trees abounding everywhere and flowers blooming in every house' has for years been my hope since I first participated in the work of greening the environment.

Mr. Chairman, with these remarks, I support the motion.
