3. MR. B. A. BERNACCHI asked the following question (in English):—Residents of Lei King Mansion complain again about the sanitation of Aldrich Bay Playground. As the Playground is an open one without a fence, stray dogs are often in there overnight. Can anything be done? I know that dog latrines are to be introduced but that of course does not get rid of the nuisance caused by the secretion of these stray dogs at night. Can anything be done to prevent this from happening or at least could staff of the Urban Services Department be available as early as possible in the morning to clean up this mess.
MR. RONNIE WONG MAN-CHIU, CHAIRMAN OF THE RECREATION SELECT COMMITTEE replied as follows (in English):-This question concerns dog nuisance in the Aldrich Bay Playground.
The Aldrich Bay Playground, which was opened in February 1991, was designed without a boundary fence so as to give a feeling of openness to the visitors. Unfortunately, this does not prevent dogs from straying into the playground. At the USD's request, the dog catching unit of the Agriculture and Fisheries Department carried out an operation in this playground in July 1991 and apprehended 2 stray dogs. USD will continue to work closely with the dog catching unit to tackle this problem.
Staff of USD have also distributed letters of appeal to the nearby residents to seek their co-operation not to bring any dog into the playground. The dog owners have also been advised to use a dog latrine situated near the playground.
Nevertheless, in order to ensure the cleanliness of this playground, USD staff will arrange to clean up the venue early in the morning when they arrive for work at 7.30 a.m. The Department will continue to monitor the situation and endeavour to keep the problem under control.
MR. B. A. BERNACCHI (in English):-Two supplementaries. First of all, what time of the day in July did the dog catching unit of the Agriculture and Fisheries Department visit this playground?
MR. RONNIE WONG MAN-CHIU (in English):—Mr. Chairman, I don't have the information in hand but if Mr. BERNACCHI thinks that this is important, I think I will have this information given to him later on.
MR. B. A. BERNACCHI (in English): The point is that it is at night that stray dogs as opposed to owners controlled dogs stray on to the site excrete. If it was in the day time then it is not much good.
MR. RONNIE WONG MAN-CHIU (in English):-Mr. Chairman, I think this question doesn't concern the Urban Services Department. I think we can have Mr. BERNACCHI's opinion conveyed to the Agriculture and Fisheries Department.
MR. B. A. BERNACCHI (in English):--The other one is: as regards paragraph 4, does it mean now that the department's staff are everyday cleaning up the mess at 7.30 a.m.?

MISS CHRISTINA TING YUK-CHEE (in Cantonese): Mr. Chairman, concerning this Aldrich Bay Playground, I have paid two site visits. I have written to the department to express my concern on the same problem. I can see that the dog latrine has not yet been completed. I want to know the completion date of the dog latrine. When I visited the playground in August, the dog latrine had not been completed. I understand that site has been earmarked but the project has not yet been finished.
MR. RONNIE WONG MAN-CHIU (in Cantonese): The Council will call upon the department to finish the project as soon as possible.
THE HON. LI WAH-MING (in Cantonese):—I have received many complaints from the morning walkers. My question is whether the department has a policy to clean up all the playgrounds and parks early in the morning?
MR. RONNIE WONG MAN-CHIU (in Cantonese):-I think Mr. Li means all parks and playgrounds in the urban area. I think this topic will be discussed in the Recreation Select Committee on the suitable timing for cleaning the parks and playgrounds. However, this question actually is only related to dog excreta, so I think Mr. Li's question is not very appropriate here.
THE HON. LI WAH-MING (in Cantonese):-Yes, I mean that topic not that place.
4. MR. B. A. BERNACCHI asked the following question (in English):-I have noticed on my way to Shau Kei Wan and Chai Wan that nobody is apparently looking after the grass, brushes, etc. at the centre of Gloucester Road between Wan Chai and the Tunnel. It is getting into what can easily be described as a 'jungle'. It is neither good to look at nor an advertisement of Hong Kong for tourists coming to Hong Kong Island straight from Kai Tak. Can something be done about it?
MR. RONNIE WONG MAN-CHIU, CHAIRMAN OF THE RECREATION SELECT COMMITTEE, replied as follows (in English):-This question concerns the maintenance of the plantings in the central divider along Gloucester Road between Wan Chai and the cross-harbour tunnel.
Horticultural maintenance of the plantings in the central divider along Gloucester Road is carried out once a month by staff of the Urban Services Department. The frequency of maintenance may be increased if there is a particular need e.g. following the passage of a typhoon or strong winds.
The Department is aware of the importance of maintaining the plantings at this location at a high standard and will endeavour to maintain that position in order to uphold the image of not only the Urban Council but also that of Hong Kong.
