made under the Public Health and Municipal Services Ordinance, now before the Council will, when adopted, increase fees of licences and permits for the following types of business:

(i) restaurants by 24%

(ii) other foods and drinks licences and permits by 27%; and

(iii) trade licences by 19%

The Places of Public Entertainment (Licences) (Specification of Fees) (Urban Council Area) Notice made under the Places of Public Entertainment Ordinance seeks to increase the fees for places of public entertainment licences by 35%. The Places of Amusement (Urban Council) (Amendment) By-laws 1992 made under the Public Health and Municipal Services Ordinance seek to increase the fees for making amendment or duplicate of Places of Amusement licences to $130.

The existing fees for these licences and permits were effected on 19 April 1991. All fees for licences and permits are to be reviewed annually in order to recover deficits incurred upon administration in the licensing and control of these businesses.

These amendments have been carefully considered by the Public Health Select Committee and the Standing Committee of the Whole Council, and I am satisfied that due weight has been given to all implications of the proposals.
