Sub-Committee several years so I am fully aware of the policies and the issues. On the point of fairness, it is not fair to cancel their licences within three years. If we want to be fair to them, we need to be more flexible and to give them more options. Have we considered finding more trading places during certain hours of the day for itinerant hawkers to hawk. As regards what Mr. TONG has said that the Report has listed out how hawker problem should be solved, the fact is that despite the existence of the Report, we still have the hawker problem. Because of this, we cannot make a hurried decision to eliminate such licence within three years. We need to further discuss this in greater detail. The VCUC in moving his motion did not tell us in detail that it needed to be discussed by the Select Committee and then to be submitted to SCWC for endorsement. If we pass this motion today without letting the Select Committee a chance to discuss this, then we are casting a vote of no-confidence on the Select Committee and it will create a very bad precedent. This is an irregular procedure and this is an extremely irresponsible action. Since we have to be responsible, we have to refer it back to the Markets and Street Traders Select Committee first for detailed discussion before we hand it to the Whole Council for endorsement. Urban Councillors who are not members of the Select Committee can attend the meeting and then give their views on the issue. We cannot make a fair and unbiased decision today. Mr. Chairman, in my right of reply, I would like the motion be referred back to the Markets and Street Traders Select Committee for detailed discussion and I hope that Members will support my motion. If they are concerned about this issue, and behave in a responsible manner, we should attend the Markets and Street Traders Select Committee meeting, to express our views and then have a fair and unbiased decision based on sound and adequate information.
The question of Mr. Joseph Y. S. CHAN's motion was put.
The motion referring the matter to the Select committee was carried, with 18 votes for, 6 against and 10 abstentions. (The Chairman did not vote.)
