He said (in English):—Mr. Chairman, as Chairman of the Libraries Select Committee, I rise to move the motion standing in my name.
The purposes of these amendments to the Library (Urban Council) By-laws are to amend the fees for use of equipment and facilities in Urban Council Libraries, to reduce the age for admission to adult libraries and to amend the definition of 'film' and 'record' to include video discs and compact discs respectively.

MR. B. A. BERNACCHI (in English):—Mr. Chairman, to ask a question. I would like to ask the mover of the motion when was the last time that the fees were raised for the use of equipment and facilities in Urban Council Libraries?
MR. JOSEPH Y. S. CHAN (in English):-Mr. Chairman, two years ago.
The question was put.
The motion was carried unanimously.
