2. DR. RONALD D. B. LEUNG, CHAIRMAN OF THE PUBLIC HEALTH SELECT COMMITTEE, moved the following motion:

'RESOLVED that the Abattoirs (Urban Council) Amendment By-laws 1989 be made under section 77 of the Public Health and Municipal Services Ordinance, Cap. 132.'

He said (in English):—Mr. Chairman, as Chairman of the Public Health Select Committee, I rise to move the motion standing in my name:

'RESOLVED that the Abattoirs (Urban Council) Amendment By-laws 1989 be made under section 77 of the Public Health and Municipal Services Ordinance, Cap. 132.'

The purpose of the amendment by-laws is to replace the Second Schedule to provide for an increase in fees for the slaughter of animals. With the endorsement of the Public Health Select Committee, Finance Select Committee, and Standing Committee of the Whole Council, it has been agreed that slaughter fees at the two Urban Council abattoirs at Kennedy Town and Cheung Sha Wan should be increased by 10 per cent with effect from 1 June 1989.

The cost of operating the Urban Council Abattoirs at Kennedy Town and Cheung Sha Wan has increased over the past 12 months due to a rise in the cost of staff and maintenance of buildings and equipment. It is expected that the proposed fee revision will raise the income by about $9 million during 1989/90 and will help to reduce the abattoirs' annual operating deficit at full costs from $75 million to $66 million.

The introduction of a 10 per cent increase in slaughter fees should have only a slight effect on the fresh meat retail prices. Assuming that the fee increase would be passed on to the consumers, this will result in a small retail price increase of 7 cents per kg. (or 4.3 cents per catty) in the case of pork and 14.3 cents per kg. (or 8.8 cents per catty) in the case of beef.
