I don't know when the department found out about this but I was only informed when the market was almost finished. I have been asking questions ever since but I have not yet been able to discover just exactly when it was discovered the utilities were standing in the way under the footbridge. I know that the department is very concerned and I presume that they will also inform the Committee at the later stage but I will ask about and inform Mr. LEE.

'RESOLVED that

(a) a Declaration be made under section 79(1) of the Public Health and Municipal Services Ordinance, Cap. 132 to amend further the Declaration of Markets in the Urban Council Area first published in the Gazette as Government Notice Number 1620 of 1960; and (b) the Public Health and Municipal Services (Public Markets) (Designation and Amendment of Tenth Schedule) Order 1988 be made under section 79(3) and (5) of the Public Health and Municipal Services Ordinance, Cap. 132.'

The purpose of the Declaration is to declare the Bridges Street Market, Choi Hung Road Market, Kowloon City Market, Nam Long Shan Road Cooked Food Market, Po On Road Market, Quarry Bay Market, Shui Wo Street Market and Tai Kok Tsui Temporary Market to be markets to which the principal Ordinance applies, and delete the Bridges Street Market, Cheung Sha Wan Market, Greig Road Temporary Market, Kowloon City Temporary Market, Kwun Tong Market, Nam Long Shan Cooked Food Market, Quarry Bay Temporary Market and Southorn Temporary Market from the Schedule under section 79(1) of the Public Health and Municipal Services Ordinance, Cap. 132 whereas the Order is aimed to add the Bridges Street Market, Choi Hung Road Market, Kowloon City Market, Nam Long Shan Road Cooked Food Market, Po On Road Market, Quarry Bay Market, Shui Wo Street Market and Tai Kok Tsui Temporary Market in and to delete the Bridges Street Market, Cheung Sha Wan Market, Greig Road Temporary Market, Kowloon City Temporary Market, Kwun Tong Market, Nam Long Shan Cooked Food Market, Quarry Bay Temporary Market and Southorn Temporary Market from the Tenth Schedule to the Ordinance, in compliance with legal requirements.

The purpose of the Order is to designate the premises at the fourth and fifth floors of Urban Council Quarry Bay Complex, 38 Quarry Bay Street, Quarry Bay, Hong Kong as a library and to amend the schedule to the Designation of Libraries (Urban Council Area) Order 1986.

The Central Committee on Youth has recently published a consultative paper 'Report on Youth Policy' and public consultation has begun since April 25. The three major areas of Urban Council's work are to provide cultural, recreational and sports and hygiene services. The target group of our services is mainly the young people. For instance, there is probably no doubt that the principal users and participants of the recreational and sports facilities and activities provided by this Council are mostly young people. Regarding our cultural facilities and services such as cultural centres, libraries, museums and related activities, the
