The Department also proposes to introduce a separate charge of $5,000 per half-day (4 hours) and $10,000 per full day (4 hours to 8 hours) for the staging of non-sporting activities by profit-making organizations at UC indoor games halls and squash courts (including the Exhibition Court at Hong Kong Squash Centre). These proposed fees are in line with charges levied for similar activities in other UC sporting facilities.

MR. JOHN K. P. FAN, VICE-CHAIRMAN OF THE RECREATION SELECT COMMITTEE, seconded the motion (in Cantonese): Mr. Chairman, in order to offset the increase in management costs of indoor games halls and squash courts and to actually reflect the subsidy levels by UC to schools activities, I think it is acceptable and understandable that the hire charges for indoor games halls and squash courts will be increased with effect from 1 April 1989. I would like to express my gratitude to the Council as it has been very sympathetic to postpone the effective date of increase in respect of schools from 1 April to 1 September. The UC fully understands that schools normally receive a certain amount of subsidy from the Education Department every year and there is no back pay on subsidy if the fees are to be increased immediately. What the schools could do is to reflect the increase in hire charges to the Education Department who in the coming year or in a longer period of time may increase the subsidy levels to schools. Since the UC has now taken the initiative to postpone the date of increase in hire charges to schools, I very appreciate this effort and support the Council's proposals. With these remarks, I would like to second the motion.

2. MR. JOSEPH Y. S. CHAN, CHAIRMAN OF THE LIBRARIES SELECT COMMITTEE, moved the following motion (in English):—Mr. Chairman, as Chairman of the Libraries Select Committee, I rise on the motion standing in my name:
'RESOLVED that the Library (Urban Council) (Amendment) By-laws 1989 be made under Section 105L of the Public Health and Municipal Services Ordinance, Cap. 132.'
I should perhaps explain that as a concession to senior citizens persons aged 60 and over or disabled persons, the Department has, with the Council's approval, waived charges for the use of the obligatory cloakroom service in public libraries since 1 March 1987. However, these concessions require amendment to the Library (Urban Council) By-laws in order to formalize the current arrangement.
