CHAIRMAN (in English): — Ladies and Gentlemen, the meeting is called to order.

MINUTES

The minutes of the meeting held on 14 February 1989, were confirmed.

PAPER

The following paper was laid on the table:

(1) Report to the Urban Council by the Director of Urban Services and Secretary, Urban Council, for the month of February 1989.

STATEMENT BY CHAIRMAN

CHAIRMAN (in English):-This is the last meeting of the current Council year and also of the three-year term for both myself as Chairman and of Mrs. Elsie Tu as Vice-Chairman.

I would like to publicly say how much I have enjoyed working with Mrs. Tu as my Vice-Chairman. During the past three years, she has shared many of the burdens of office with me and has been a staunch friend, a reliable and honest sounding board for various ideas. I firmly believe that we have worked as a team and I am sure that I speak for all the Councillors in thanking Elsie for what she has done for the Council over the past three years as Vice-Chairman. I will also thank her in advance for the work that she will continue to do for the Council as our representative on the Legislative Council.

This is, however, also in many ways a sad occasion as we are losing six members and I propose to deal with them in order of seniority.

(1) Mr. Walter SULKE-It is difficult to say a great deal about Walter as he has over the years expressed his opinions in the newspapers, on the radio and in the Council's various Committees on the wide variety of subjects on which he is an expert and anything I say will only repeat what he has said himself. He has over many years insisted that his words are enshrined in various official records of the Council's Committee meetings and I am sure therefore that we will over the years continue to observe his words of wisdom, caution and encouragement.

Walter has served on the Council now for 7 years which is a long time in anyone's life and he has given a great deal of time and efforts to the Council particularly as Chairman of the Finance Select Committee and the Joint UC/RC Keep Hong Kong Clean Committee and certainly he will be missed by all of us.

(2) Mrs. Nellie FONG-I believe Nellie has just too many commitments to continue as a member of this Council. She has performed valuable services to the Council in many fields but in the last two years her chairmanship of the Entertainment Select Committee has been the most valued. She is a lady who has attractive ideas, a bright and pleasant personality and with strong opinions on many subjects and we wish her well in her duties on the Legislative Council and I publicly would ask that she supports the Urban Council's efforts and puts forward our point of view in that body should this at any time be necessary.

(3) Mr. LEE Chik-yuet-C. Y. has decided not to run for re-election as he wishes to continue his legal studies at the Hong Kong University. He is, in my opinion, a young man with great potential. I have enjoyed working with him and have been impressed with his lively mind and his dedication to the more difficult tasks such as chairing the Markets and Street Traders Select Committee for two years. I firmly believe that C. Y. will be seeking re-election to the Council on a future occasion and I am sure that we all wish him well (a) in his legal studies and (b) in his political future which I personally feel will be a very bright one.

(4) Mrs. CHOW CHEUNG Wai-ping-Mrs. CHOW has also not sought for re-election and again I consider this a great pity as she has established herself over the years as a reliable, sensible and mature thinking lady who has made considerable contributions, in particular, to our museum building programme. She is a person who can be trusted to give her opinions sensibly on most issues affecting the Council and someone whose advice I have been very pleased to receive during the past three years. I am not sure whether she has any further ambitions outside her support for the District Board but certainly wish her well as an educationalist and would personally only be too pleased to welcome her back to the Council should she at some future time wish to return.

(5) Miss Fox Pui-yee-Harriet is the only sitting Councillor who has been defeated in the election last week. However, I would like to assure the public that this is no reflection on her performances in this Council. She has been hardworking, pleasant and given a great deal of time to Council matters and whilst I believe in the democratic process I can only judge Members of this Council by what they do here and I can say she will surely be missed not only for her work but for her vitality and sensible approach to problems. I wish her well in the future and I am sure that she will be back here before too long.

(6) Miss Juliana LI-Juliana is, I believe, the shortest serving Councillor ever. She only was elected to the Council in October and has decided not to stand for re-election. Juliana is a bright lady who I am sure with more
