HONG KONG URBAN COUNCIL

1. The total tobacco sales (in 1988-89) is estimated to be around HK$2,644 millions

2. The total government tax will then be around HK$1,190 millions

3. If 5% of additional levy for the funding is placed on the tobacco sales, the levy will be HK$132.2 millions

Thus we can see that this scheme will generate not less than HK$130 millions annually for the sponsorship of sports and arts activities in Hong Kong.

10. Conclusion

May I conclude that there is now a possible alternative solution to the problems of restricting tobacco sponsorship. The Victorian Bill when modified to Hong Kong situation may provide a possible answer. May I suggest that Council members comment and contribute their ideas so as to curb the harmful effects of tobacco sponsorship.
