'RESOLVED that the Abattoirs (Urban Council) (Amendment) (No. 2) By-Laws 1988 be made under section 77 of the Public Health and Municipal Services Ordinance, Cap. 132.'

He said (in Cantonese):—Mr. Chairman, as Chairman of the Food Hygiene Select Committee, I rise to move the motion standing in my name:

'Resolved that the Abattoirs (Urban Council) (Amendment) (No. 2) By-Laws 1988 be made under Section 77 of the Public Health and Municipal Services Ordinance, Cap. 132.'

The purpose of this Amendment By-Laws is to provide a slaughter fee for the early morning slaughter of pigs from 5 a.m. to 8 a.m. at Cheung Sha Wan Abattoir, which will come into effect from 1 January 1989. At present, the Cheung Sha Wan Abattoir offers both night and day slaughter service for the trade. Due to the drop in pig slaughter figures particularly during recent years, the general need for maintaining a full night service for pig slaughter from 11 p.m. to 8 a.m. has disappeared. Based on the current slaughtering requirement of around 1,200 pigs per night shift, it should be possible to replace the existing night slaughter service by an early morning slaughter service, thereby economizing the operation. Because of this change, the trade will enjoy a fee reduction from $48 to $40 per head. Also as a result of this revision, the Council is expected to be able to reduce its operating deficit by approximately $5 million per annum.

Notwithstanding the proposal to discontinue the current night slaughter, it is considered desirable to provide for its re-introduction by the Manager to cater for exceptional circumstances such as during major festival days when the demand for slaughter service would normally increase substantially. It is therefore provided in the Amendment By-Laws that by-law 4 be amended to provide this flexibility. Under the proposal, after a night is nominated for night slaughter, pigs which are admitted to be slaughtered before 8 a.m. will be charged according to the night slaughter fee as specified in the Second Schedule. At present the slaughter of cattle at Cheung Sha Wan Abattoir from 5.30 a.m. to 7 a.m. is carried out by manual method and mechanized line is only used for day slaughter. In the revised Second Schedule of the Amendment By-Laws, it is recommended that the operating hours be adjusted to 5 a.m.-8 a.m. This is to allow sufficient time so that mechanized slaughter (instead of manual method) can be used for the early morning slaughter as well. Though mechanized slaughter is not as efficient as manual method, it is more economical to operate and is more hygienic. This change in practice is expected to save approximately $1.7 million per annum for the Council.

The proposal to reorganize the operating shift pattern in Cheung Sha Wan Abattoir, which will lead to considerable improvement in the cost effectiveness of the Abattoir's operation, has already obtained the endorsement of the Food Hygiene Select Committee, Administration Select Committee, Finance Select Committee and Standing Committee of the Whole Council.
