He said (in English): -Mr. Chairman, as Chairman of the Environmental Hygiene Select Committee, I rise to move the motion standing in my name:---

'RESOLVED that the Swimming Pools (Urban Council) (Amendment) By-laws 1988 be made under section 42 of the Public Health and Municipal Services Ordinance, Cap. 132.'

The Swimming Pools (Urban Council) (Amendment) By-laws 1988 made under the Public Health and Municipal Services Ordinance, now before the Council will, when adopted, exempt from licensing control private swimming pools which are provided for the exclusive use of residents of a building or group of buildings with a total of not more than 20 residential flats or units.

Swimming pools each serving more than 20 residential flats or units will continue to be licensed to safeguard public health and safety.

The amendments now proposed have been carefully considered by the Environmental Hygiene Select Committee and the Standing Committee of the Whole Council, and I am satisfied that due weight has been given to all implications of the proposal.

‘RESOLVED that the Public Health and Municipal Services (Civic Centres) (Amendment of Thirteenth Schedule) (No. 3) Order 1988 be made under section 105M of the Public Health and Municipal Services Ordinance, Cap. 132.'

He said (in English):-Mr. Chairman, as Chairman of the Culture Select Committee, I rise to move the motion standing in my name:-

'RESOLVED that the Public Health and Municipal Services (Civic Centres) (Amendment of Thirteenth Schedule) (No. 3) Order 1988 be made under section 105M of the Public Health and Municipal Services Ordinance, Cap. 132.'

The purpose of this order is to degazette the Aberdeen Cultural Centre as a civic centre under section 105M of the Public Health and Municipal Services Ordinance by deleting the facility from the Thirteenth Schedule. This will empower the Authority, in this case the Urban Council, to cease managing this centre as a civic centre. Instead the Council will in future manage it as a District Fitness Centre in order to maximize the usage of the Centre. This Centre was first opened in July 1983 but the usage rate as a civic centre has not been satisfactory. On the other hand, recent trend shows that the frequency of using this centre to provide leisure services has increased considerably reflecting an increasing public demand for these leisure facilities. To manage this Centre as a District Fitness Centre is therefore a move in the public interest.

MR. JOSEPH Y. S. CHAN (in Cantonese): Mr. Chairman, this motion is to degazette the Aberdeen Cultural Centre and make it into a fitness centre, I think this is an appropriate motion. However, this Centre was small in area and over the past few years, we have put this Centre on trial but this Centre could only accommodate 200 persons in all. In Southern District, there is a total population of 240,000. Provision of a civic centre with such a small area is in the first place inappropriate. I hope we should be very cautious and will not repeat the same mistake in other districts in building small places to be used as cultural centres. This area is by no means suitable for performance of any kind. In the past, we have co-operated with the Southern District Office to provide free services and free usage for community organizations. However, the usage rate remains very low. The Urban Council has also organized free performances but the attendance rate was low. I think it is appropriate to degazette it now. However, in the central part of Southern District, there should be an appropriate civic centre with 400 to 800 seats because the population there is over 200,000 and it may rise in the future. I understand a sports centre will be built in Chung Mei, Aberdeen. Therefore I would like to call upon the Council to reconsider whether it is possible to build a civic centre there to replace the degazetted one. Mr. Chairman, I support the motion.
