This Report is indeed a valuable reference book for students and those interested in the Council's many responsibilities.
I must say the newly-introduced 'Do you know' column will be extremely useful to those readers who wish to know Council facts at a glance.
However, in seconding the motion, I should also mention that we must give due credit to the Urban Services Department.
The Department's staff have worked hard throughout the past year, especially when the territory went through a short cholera spell in summer, and also when dealing with hawkers, cleaning up and other municipal matters.
They have continued to provide invaluable back-up services to the Council. Mr. Chairman, I have much pleasure in seconding the motion.

'RESOLVED that the Conservancy (Urban Council) (Amendment) By-laws 1987, the Public Conveniences (Conduct and Behaviour) (Urban Council) (Amendment) By-laws 1987, the Public Cleansing and Prevention of Nuisances (Urban Council) (Amendment) By-laws 1987, the Basements (Urban Council) (Amendment) By-laws 1987, the Commercial Bathhouses (Urban Council) (Amendment) (No. 2) By-laws 1987, the Offensive Trades (Urban Council) (Amendment) (No. 2) By-laws 1987, the Swimming Pools (Urban Council) (Amendment) By-laws 1987, the Ventilation (Urban Council) (Amendment) By-laws 1987, the Ventilation of Scheduled Premises (Urban Council) (Amendment) By-laws 1987, the Places of Amusement (Urban Council) (Amendment) (No. 4) By-laws 1987, the Wells and Water Storage (Urban Council) (Amendment) By-laws 1987, the Funeral Parlour (Urban Council) (Amendment) (No. 2) By-laws 1987, the Public Funeral Hall (Urban Council) (Amendment) By-laws 1987, the Undertakers of Burials (Urban Council) (Amendment) (No. 2) By-laws 1987, the Cremation and Gardens of Remembrance (Urban Council) (Amendment) (No. 2) By-laws 1987, the Private Cemeteries (Urban Council) (Amendment) By-laws 1987, and the Public Cemeteries (Urban Council) (Amendment) By-laws 1987 be made under sections 15, 29, 35, 88, 49, 42, 94A, 92B, 26, 123, 123C, 124E, and 116 of the Public Health and Municipal Services Ordinance, Cap. 132.'

The 17 amending By-laws made under the Public Health and Municipal Services Ordinance and they are now presented before the Council and, when adopted, will increase the maximum penalties for offences under the By-laws relating to public cleansing, environmental health, cemetery and crematorium matters.
A major revision of the levels of maximum penalties relating to offences under the Public Health and Municipal Services Ordinance and its subsidiary legislation was made in 1978/79. However, the majority of the penalties have remained unchanged and are now in need of revision in order to retain their deterrent effect to safeguard public health.
In respect of contravention of these By-laws, the proposed ceiling is raised from $10,000 to $25,000 for fines and from $250 to $500 for daily penalty with no change to prison sentence i.e. 6 months' imprisonment.
All the revisions now proposed have been carefully considered by the Environmental Hygiene Select Committee and the Standing Committee of the Whole Council and I fully support them.
Mr. Chairman, I beg to move.

'RESOLVED that the Abattoirs (Urban Council) (Amendment) By-laws 1987, the Food Business (Urban Council) (Amendment) (No. 2) By-laws 1987, the Frozen Confections (Urban Council) (Amendment) (No. 2) By-laws 1987 and the Milk (Urban Council) (Amendment) (No. 3) By-laws 1987 be made under sections 77 and 56 of the Public Health and Municipal Services Ordinance, Cap. 132.'
