# HONG KONG URBAN COUNCIL
## ADDRESS BY CHAIRMAN
CHAIRMAN (in English):-Ladies and Gentlemen, the meeting is called to order.
Before we go to the formal business of the meeting, I would like to congratulate my five colleagues, namely, Mr. Stephen LAU, Mr. FAN Kam-ping, Mr. Marvin CHEUNG, Mr. Ronnie WONG and Miss Victoria CHAN on being re-appointed by the Governor for a further three years to the Urban Council. (Applause)
Mr. Stephen LAU was first appointed to the Urban Council in 1978 and since then has played a prominent part in the Urban Council's work. He was for many years the Chairman of the Entertainment Select Committee and has served on almost all of the various Council Select Committees and many Sub-Committees. However, he has concentrated his effort largely in the field of administration and, over the past year, he has been the Chairman of the Council's Administration Select Committee. He has, of course, also been very much involved in the Council's consideration of the Further Development of Local Administration and indeed has also been a keen member of his District Board since it was formally set up.
Mr. FAN Kam-ping was appointed to the Urban Council in 1985. He is a school headmaster and has been a very keen member of the Sham Shui Po District Board. He is putting a great deal of time in many of the Council's Select Committees and Sub-Committees and his main contribution has been in the field of recreation and he is prominent in this field both within and without the Council.
Mr. Marvin CHEUNG is an accountant by profession and was also first appointed in 1985. During these three years, he has fitted comfortably into the Council's Select Committees and has lent his professional expertise to the Council's Finance and Administration Select Committees in particular, but has also been interested in cultural matters and is a Council nominee to the General Committee of the Hong Kong Philharmonic Society and is the Treasurer of the Hong Kong Philharmonic.
Mr. Ronnie WONG was appointed to the Council in 1986 and he was of course a very prominent swimmer in his earlier days and I am sure that most people will remember him winning the Cross Harbour Swim on many occasions, when you could actually swim in the water and not walk over it on the rubbish as is currently the case. Of course, he represented Hong Kong in the Olympic Games on two occasions as well as the Asian Games and the Commonwealth Games. Ronnie has naturally contributed to our recreational programmes but has also been involved in the Administration, Environmental Hygiene, Museums Select Committees, etc., and has made a significant contribution to the Council's work.

Miss Victoria CHAN was also appointed to the Council in 1986. She is a solicitor by trade and I think that this was her first venture into the mysteries of city administration. During her time on the Council, she has taken active part in many activities including the Food Hygiene Select Committee, the Recreation Select Committee and several Sub-Committees. The ladies on the Council have always played a prominent part in the Council's activities and certainly Vicky has proved to be no exception to the rule and I speak for everyone when I congratulate her on her re-appointment.
I would also, on behalf of the Members of the Urban Council, like to wish the eight Members of this Council who are standing for the District Board Elections every success in their quest to remain on their District Boards despite having to come into the race at a comparatively late stage. They have all served their districts well and I hope that they have a great deal to offer in the future.

## PAPER
The following paper was laid on the table:
(1) Report to the Urban Council by the Director of Urban Services and Secretary, Urban Council, for the month of February 1988.
## QUESTIONS
1. THE HON. HILTON CHEONG-LEEN asked the following question (in Cantonese):—What progress has been made by the Urban Council in negotiations with Government in seeking more coordination of effort and support on the part of the Police, in order to reduce ugly incidents which may arise during anti-illegal hawking operations?
MR. LEE CHIK-YUET, CHAIRMAN OF THE MARKETS AND STREET TRADERS SELECT COMMITTEE replied the question (in Cantonese):--- Mr. Chairman, the question asks what progress has been made in negotiations with Government for more co-ordination of effort with the Police and more support from the Police in anti-illegal hawking operations.
Members will recall that the Urban Council Working Party to Review Hawker and Related Polices completed its 'Report and Recommendations' in July 1987 and released it in October 1987 after its approval by Markets and Street Traders Select Committee. With the adoption in principle of the Working
