Dear Mr. LAM,

Returning from my sick leave I have only just read the Minutes of the Southern District Board meeting of the 23 July 1987, which inter alia included a discussion on the Green Paper.

It is quite obvious from the views expressed by members that they feel I have not contributed to the work or the meetings of the District Board and its committees to which I belong.

I am somewhat disappointed to learn this as both on the Kwun Tong District Board and on the Southern District Board I have tried very hard to contribute as a District Board Member as well as an Urban Councillor and to conscientiously attend meetings and participate intelligently and helpfully in discussions and activities.

However, in view of the attitude of members as recorded in the minutes, it is obviously a waste of their time for myself to attend meetings of sub-committees in future. Will you therefore please accept my resignation from the Transport and Environment Committees.

I will, of course, fulfill my duty to attend full District Board meetings also in future, but will confine myself to subject matter which is directly relevant to Urban Council work unless members ask for my opinions.

I was really shocked to learn about your intention to resign from the Environment and Traffic and Transport Committees which you have served so devotedly for the past two and a half years. Mr. MAN and Ms. MAR contacted me immediately after they have received your letter to express their concern, and their utmost reluctance to see you leave.

As I mentioned briefly to you, I am very certain that, in commenting on UC representation on DBs in the context of the Green Paper, members' views were simply expressed with reference to the present system, rather than to the Southern District Board itself. As a matter of fact, we have always regarded you as an integral part of the Board and treasured your contribution at Board and Committee meetings. I also consider ourselves to be most fortunate in having an appointed UC member who actually lives in the District, who well understands its problem and works so diligently to reflect our views to the Council.

I am very sorry about the misunderstanding and sincerely hope that you would stay in the two committees, and render your sound and intelligent advice on problems we face in the future.
