'RESOLVED that the Public Health and Municipal Services (Designation of Libraries) (Urban Council Area) (No. 2) Order 1986 be made under section 105K of the Public Health and Municipal Services Ordinance, Cap. 132.'

"THAT the Public Health and Municipal Services (Designation of Libraries) (Urban Council Area) (No. 2) Order 1986 be made under Section 105K of the Public Health and Municipal Services Ordinance, Cap. 132.

The purpose of the Order is to designate the premises at the second floor of Tsz Ching Estate Centre, Tsz Ching Estate, Tsz Wan Shan, Kowloon and the fourth and fifth floors of Urban Council Lockhart Road Complex, 225 Hennessy Road, Wan Chai, Hong Kong as Libraries and to amend the schedule to the Designation of Libraries (Urban Council Area) Order 1986.

'RESOLVED that the Pleasure Grounds (Urban Council) (Amendment) By-laws 1986, be made under section 109 of the Public Health and Municipal Services Ordinance, Cap. 132.'

He said (in English):—Mr. Chairman, as Chairman of the Recreation Select Committee, I rise to move the motion standing in my name:----

"The purpose of the Amendment By-laws is to increase with effect from 1 October 1986 the fees for the use squash courts, indoor games halls, tennis courts, bowling greens and obstacle golf courses provided by the Urban Council,"

DR. PHILIP C. K. KWOK (in English): Mr. Chairman, I hope that the Members of the Recreation Select Committee who undertake to review the policy on the hire charge with respect to certain special Council facilities, e.g. the tennis stadium at the Victoria Park and the exhibition court at the new squash centre on Cotton Tree Drive. These venues albeit for special use are able to accommodate large number of spectators. While we are trying to recover as much operating cost as possible, we must not price ourselves out of the market and leave these premier facilities grossly under utilized. More usage of these excellent venues for important events will go a long way towards promoting the respective sports among the public.

THE HONOURABLE HILTON CHEONG-LEEN (in English):----Mr. Chairman, I would like to echo the views suggested by Councillor, Philip Kwok, especially with regard to the centre court. We built the centre court at substantive cost and it is an excellent centre court, I do hope that the Select Committee will during the coming month exert utmost efforts to see how the centre court can be as fully used as possible by the public. It is a good court and we like to see it be used as much as possible.

I was very much in favour of it and unfortunately, we only use it about a week a year for that particular event and the other time is wasted. It is a bit of a waste. Though Mr. Hilton CHEONG-LEEN did not play tennis, he also thinks that it should be used more frequently and attract more money, and I think our
