Generally speaking, the Document reflects the government's determination to tackle the triad problem. Though technical problems are expected to arise during actual implementation, the fundamental spirit is commendable. It is our desire to vigorously deal with the triads and their illegal activities. However, the Document seems to run short of measures when it comes to organized criminal gangs and the ringleaders. Further efforts from the police, government departments concerned and the Interpol are necessary, and we look forward to more detailed discussion in this respect in the second Document.
MR. CHAN KWOK-MING (in Cantonese):-Mr. Chairman, my views on the document have already been brought up by other Members, I want to raise only two points. Firstly, how do we help the existing triad members to turn over a new leaf and then how should we deal with the triad problem or should we just leave them to find their own way back. Secondly, it is how we can prevent the second one of the third generation of triad members from coming up and we should look at our problems, family problems, sports problems and there are a lot of things that we have to learn. In fact, triad members have their influence and they get new recruits and also I think that in order to encounter this problem it is not merely the responsibility of the Police, but also friends, parents and the Government as a whole.
