MOTIONS
1. MR. HOWARD H. W. YOUNG, CHAIRMAN OF THE RECREATION SELECT COMMITTEE, moved the following motion:-
'RESOLVED that the Public Health and Municipal Services (Public Pleasure Grounds) (Amendment of Fourth Schedule) (No. 3) Order 1986 be made under section 106 of the Public Health and Municipal Services Ordinance, Cap. 132.
He said (in English):—Mr. Chairman, as Chairman of the Recreation Select Committee, I rise on the motion standing in my name:
'RESOLVED that the Public Health and Municipal Services (Public Pleasure Grounds) (Amendment of Fourth Schedule) (No. 3) Order 1986 be made under section 106 of the Public Health and Municipal Services Ordinance, Cap. 132.'
The purpose of the amendment By-laws is to include nine new venues and to delete two existing venues in the Fourth Schedule (Public Pleasure Grounds) of the Public Health and Municipal Services Ordinance, Cap. 132.

MR. SULLY (in English):--- Mr. Chairman, I know that this order includes the Star Ferry Concourse sitting-out area on HK island and that is very good, but it reminded me that the plaza in front of our City Hall does not belong to us, and it is not a public pleasure area and this is being torn up regularly by Highways Department. Quite often, quite dangerous holes are in the middle, people can fall over and also we are prevented from making use of that area. Could I please suggest that the plaza is included in this order as soon as possible. With these words, I support the motion.
MR. YOUNG (in English):---Mr. Chairman, Members might be aware that there has been a recent discussion on the possibility of redevelopment of Statue Square. There are some people who will define Statue Square as being an area that extends all way around including ample place around City Hall. I think

that might be an appropriate occasion on which to look at the suggestion that MR. SULLY raised, but I do support the concept that anything that is near our public facilities and used by public should be made as public pleasure grounds, so that they cannot be dug up too often.

MR. JOSEPH Y. S. CHAN, Chairman of the Libraries SELECT COMMITTEE, moved the following motion:--
'RESOLVED that the Public Health and Municipal Services (Designation of Libraries) (Urban Council Area) Order 1986 be made under section 105K of the Public Health and Municipal Services Ordinance, Cap. 132'.
He said (in Cantonese): Mr. Chairman, I rise to move the motion standing in my name:-
'RESOLVED that the Public Health and Municipal Services (Designation of Libraries) (Urban Council Area) Order 1986 be made under section 105K of the Public Health and Municipal Services Ordinance, Cap. 132'.
The purpose of the Order is to revoke the Designation of Libraries (Consolidation) Order insofar as it relates to libraries within the Urban Council Area and to designate the premises listed in the schedule as libraries.

'RESOLVED that this Council notes the Discussion Document on Options for Changes in the Law to Counter the Triad Problem, insofar as it concerns their jurisdiction over hawkers.'
He said (in Cantonese):-Mr. Chairman, the Fight Crime Committee and its Working Group on Gangs issued in April this year a discussion document which proposes changes in the law and in the administration of the law to counter triad members and activities, such as using one-way viewers to identify
