'RESOLVED that:—

HONG KONG URBAN COUNCIL

(a) a Declaration be made under section 79(1) of the Public Health and Municipal Services Ordinance, Cap. 132 to amend further the Declaration of Markets in Urban Council Area first published in the Gazette as Government Notice Number 1620 of 1960; and

(b) the Public Health and Municipal Services Ordinance (Public Markets) (Designation and Amendment of Tenth Schedule) (No. 4) Order 1986 be made under section 79(3) and (5) of the Public Health and Municipal Services Ordinance, Cap. 132.'

He said (in English):--Mr. Chairman, I rise to move the motion standing in my name:

'That

The purpose of the Declaration is to declare the newly completed Kut Shing Street Cooked Food Market and the Lockhart Road Market as "markets" to which the Public Health and Municipal Services Ordinance, Cap. 132 applies whereas the Order is aimed to add the Kut Shing Street Cooked Food Market and the Lockhart Road Market to the Tenth Schedule to the said Ordinance, in compliance with legal requirement.'

(b) the Library (Listening Areas and Viewing Areas) (Urban Council) Fees (Amendment) Notice 1986 be made under by-law 26B of the Library (Urban Council) By-laws.'

He said (in Cantonese):—Mr. Chairman, as Chairman of the Libraries Select Committee, I rise to move the motion standing in my name:—

'RESOLVED that—

(a) the Library (Urban Council) (Amendment) By-laws 1986 be made under section 105L of the Public Health and Municipal Services Ordinance, Cap. 132; and

(b) the Library (Listening Areas and Viewing Areas) (Urban Council) Fees (Amendment) Notice 1986 be made under by-law 26B of the Library (Urban Council) By-laws.'

The purpose of the Amendment By-laws is to amend the principal By-laws in order to revise the existing library fees and charges, whilst that of the Listening Areas and Viewing Areas Fees (Amendment) Notice is to revise the fees for the use of equipment in the libraries for listening to records and viewing video-cassettes.

The increases will take effect from 1 January 1987, and are designed to partly catch up with inflation and increased costs, as most of the current fees date back to 1973.

The increases will have a minor effect on users as the majority of the fees will rise from 50 cents to $1, and in one case from 20 cents to 40 cents. Also some of the services covered by these fees are optional in nature, and do not distract from an essentially free library service.

The revisions have been considered by the Libraries Select Committee and I am satisfied that due weight has been given to all the implications of the proposed revisions.
