ADDRESS BY CHAIRMAN
CHAIRMAN (in English):-Ladies and Gentlemen, the meeting is called to order. Before taking the first item of the agenda, I would like to congratulate Mr Walter SZULKE, Mrs. Nellie FONG, Mr. TONG Kam-biu and Mr. Samuel WONG on their re-appointment to the Council from 1 April 1986. (applause)
MINUTES
The minutes of the meeting held on 17 December 1985, were confirmed.
PAPER
The following paper was laid on the table:
(1) Report to the Urban Council by the Director of Urban Services and Secretary, Urban Council, for the month of December 1985.
MOTIONS
1. MRS. E. TU, Chairman of THE MARKETS AND STREET TRADERS SELECT COMMITTEE, Moved the following motion:
'RESOLVED that:-
(a) a Declaration be made under section 79 of the Public Health and Urban Services Ordinance, Cap. 132 to amend further the Declaration of Markets in Urban Areas first published in the Gazette as Government Notice Number 1620 of 1960; and
(b) the Public Health and Urban Services Ordinance (Amendment of Tenth Schedule) Order 1986 be made under section 79 of the Public Health and Urban Services Ordinance, Cap. 132.'
She said (in English):-Mr. Chairman, I rise to move the motion standing in my name:
'RESOLVED that:-
(a) a Declaration be made under section 79 of the Public Health and Urban Services Ordinance, Cap. 132 to amend further the Declaration of Markets in Urban Areas first published in the Gazette as Government Notice Number 1620 of 1960; and
(b) the Public Health and Urban Services Ordinance (Amendment of Tenth Schedule) Order 1986 be made under section 79 of the Public Health and Urban Services Ordinance, Cap. 132.'
The purpose of this Declaration is to declare the newly-completed Greig Road Temporary Market as 'market' under section 79(1) of the Public Health and Urban Services Ordinance, whereas the Order is aimed to add the Greig Road Temporary Market in the Tenth Schedule to the Ordinance, in compliance with legal requirements.

Mr. LEE Chik-yuet, VICE-CHAIRMAN OF THE MARKETS AND STREET TRADERS SELECT COMMITTEE, seconded (in English):—Mr. Chairman, I would like to second the motion.

2. THE CHAIRMAN, Urban Council, moved the following motion:—
'THAT this Council endorse the Statement of Aims for 1986.'
He said (in English):—I rise to move the motion standing in my name at this Annual Conventional Debate.
Last month, Hong Kong had the honour of being visited by Mr. JI Peng-fei for 12 days.
We hope that he took back with him to Beijing happy and lasting memories not only of a modern, international city, but equally of its 5.5 million dynamic, hard-working but friendly and patriotic Hong Kong residents who wish to retain their own systems and ways of life under the 'One Country--Two Systems' concept.
The Secretary General of the Hong Kong-Macao Office of the State Council, Mr. LU Ping, has recently arrived from Beijing heading a delegation of 12 experts for the purpose of gathering information and listening to the views of Hong Kong people on the drafting of the Basic Law. I would urge Urban Councillors and all interested groups and individuals to make their views on the subject known to Mr. LU Ping and his delegation.
At this point, speaking on a personal basis, I would like to express my fullest support for the motion on nationality moved last Wednesday by the Senior Unofficial Member of Legco, Miss Lydia DUNN.
Miss DUNN, on behalf of all the Legco Unofficials, echoed the sentiments and pleas of local residents in her motion on a subject of deep concern and anxiety to all of us. The motion was and is indeed a simple one:
First, to allow British nationals in Hong Kong who will hold British National (Overseas) passports to visit Britain freely with a clear stipulation in the passport to this effect;
