CHAIRMAN (in English):-Ladies and Gentlemen, I call the meeting to order. Before taking the first item on the agenda, I would like to congratulate our colleague Mr. Samuel WONG on being appointed as a Justice of the Peace.

MINUTES

The minutes of the meeting held on 13 May 1986, were confirmed.

PAPER

The following paper was laid on the table:—

(1) Report to the Urban Council by the Director of Urban Services and

Secretary, Urban Council, for the month of May 1986.

QUESTIONS

1. MISS CECILIA L. Y. YEUNG asked the following question (in Cantonese):-- (a) Should I be informed about the arrangement of stalls in Ngau Chi Wan

Complex?

(b) How about the cleansing work of the complex?

(c) May I know about the ventilation of the cooked food centre?

(d) Have those facilities in the complex been opened to public, if not, when?

MR. LEE CHIK-YUET, CHAIRMAN OF THE MARKETS AND STREet Traders SeLECT COMMITTEE, replied as follows (in Cantonese):-This question is in four parts. The first part relates to the arrangement of stalls in the recently completed market building in the Ngau Chi Wan Complex.

This market consists of a 2-storey market with stalls on the ground and first floors. There is a cooked food centre on the second floor. The arrangement of market stalls is as follows:-

There are 15 cooked food stalls on the second floor.

The second part of the question concerns the cleansing of the market. Cleaning the inside of the stalls is the responsibility of the stall holders. Cleaning of the common parts of the market is to be performed by departmental staff working in two shifts.

The third part of the question asks for information about the ventilation of the cooked food centre on the second floor.

Ventilation of the cooked food centre is to be provided by louvre openings along the external walls, assisted by ceiling fans installed over the seating areas. Over the cooking ranges of individual stalls, metal hoods fitted with grease filters and exhaust air ducts are installed to extract fumes and hot air.

The fourth part of the question asks about the opening of the market to the public.

The market has been open for business since mid-March this year. The occupation rate of the market stalls is very high-almost 98%. Only 9 stalls out of the 420 stalls are vacant.

MISS YEUNG (in Cantonese):—Mr. Chairman, I have a supplementary question. Concerning the remaining stalls, how does the Department intend to increase the usage rate further?

MR. LEE (in Cantonese):-Mr. Chairman, there are only 9 vacant stalls and most of the stalls are open to restricted tender. They would be taken up at the next open tender.

2. The HONOURABLE HILTON CHEONG-LEEN asked the following question (in Cantonese):-

(a) To what extent is there co-operation between the Urban Council/Urban

Services Department and the Police in regard to hawker matters?

(b) Will it be possible to have seconded to the Urban Services Department a specific number of Police Officers to work closely with the General Duties Teams so that there can be improved co-ordination, more efficiency and better value-for-money obtained on the public funds spent by the Urban Council on hawker matters?

MR. LEE CHIK-yuet, Chairman OF THE MARKETS AND STREEt Traders SelECT COMMITTEE, replied as follows (in Cantonese):-This question is in two parts. The first asks to what extent is there co-operation between the Police and the Department in regard to hawker matters. The second asks if it will be possible to second a specific number of Police Officers to the Department to improve co- ordination and efficiency and ensure better value for Council's money in hawker affairs.
