We normally follow Central Government's practice and they raised their fees from $50 to $65 as from 28 February 1986. Although it is difficult to estimate just how many signatures may be required by the public during the course of the year, basing it on last year's figure our income will increase by approximately $60,000.

I am very glad that this first motion which I am moving in my new capacity as Chairman of the Finance Select Committee will increase our income.

'RESOLVED that:--

(a) a Declaration be made under section 79(1) of the Public Health and Municipal Services Ordinance, Cap. 132 to amend further the Declaration of Markets in Urban Council Area first published in the Gazette as Government Notice Number 1620 of 1960; and

(b) the Public Health and Municipal Services Ordinance (Amendment of Tenth Schedule) (No. 2) Order 1986 be made under section 79(3) and (5) of the Public Health and Municipal Services Ordinance, Cap. 132.'

He said (in Cantonese): --Mr. Chairman, I rise to move the motion standing in my name:-

"RESOLVED that:-

(a) a Declaration be made under section 79(1) of the Public Health and Municipal Services Ordinance, Cap. 132 to amend further the Declaration of Markets in Urban Council Area first published in the Gazette as Government Notice Number 1620 of 1960; and

(b) the Public Health and Municipal Services Ordinance (Amendment of Tenth Schedule) (No. 2) Order 1986 be made under section 79(3) and (5) of the Public Health and Municipal Services Ordinance, Cap. 132.'

The purpose of the Declaration is to declare the newly completed Ngau Chi Wan Market as 'Market' and to delete the demolished Hammer Hill Road Temporary Market from the Declaration under section 79(1) of the Public Health and Municipal Services Ordinance, Cap. 132 whereas the Order is aimed to add the Ngau Chi Wan Market in and to delete the Hammer Hill Road Temporary Market from the Tenth Schedule to the Ordinance, in compliance with legal requirements.

'RESOLVED that this Council welcomes the five new members recently elected to the Urban Council.'

He said (in Cantonese): Mr. Chairman, on behalf of all Councillors, and speaking as one of the longer-serving elected members, may I express a warm welcome to the five newly-elected Members who are with us here today for the first time to attend the Council's open meeting. I hope that the five new members will take their opportunities to make their first speeches in this Council. Many years ago, I was not given too many opportunities to speak up when I was a new member then, so I hope the new members will have ample chance to do so.

While this is their first time in this Chamber, they are by no means newcomers on the local political scene. Two of them, Mr. CHOW Wai-keung and Mr. CHAN Kwok-ming, are District Board members; Ms. Fok Pui-yee is the Chair-Person of People's Council on Public Housing Policy; while MS. CHEUNG Wai-ping and Mr. MAN Sai-cheong are very well known for their social commitments in their respective districts. They are my friends, in fact, all five of them are my friends not just the last two.

I firmly believe that with their backgrounds, all five will make a positive contribution to the Council's work, and therefore wish to move a motion in welcoming all five to the Urban Council.

LAU seconded (in Cantonese):---Mr. Chairman, we have five newcomers and they are all very qualified Councillors and they will replace the members who have vacated the seats on this Council, I am sure they will be able to serve the Urban Council and to provide better services to members of the public, I beg to second.
