STATEMENT BY CHAIRMAN OF THE MARKETS AND STREET TRADERS SELECT COMMITTEE
MR. SHUM CHOI-SANG (in Cantonese):- Mr. Chairman, several meetings ago, I answered a question in this Chamber suggesting that combined action by the Police and by departmental staff had eradicated the problem of drug abuse at Kennedy Town Abattoir.
I would like, for the record, to make a statement today clarifying and expanding the original reply. While there is no evidence of large-scale drug-trafficking that we alleged to take place at Kennedy Town Abattoir, there have in fact been a number of cases, mostly of drug-taking, possession, and associated offences involving arrest and seizure in the past two years at both the Kennedy Town and Cheung Sha Wan Abattoirs.
However, the current situation is that drug abuse is not prevalent in either of the two abattoirs. Arrests have been few and relatively minor compared with a few years ago.
There has been an increased level of co-operation with the Police, but there is no room for complacency, and we will have to be on the alert at all times for drug abuses. The Department is well aware of the need for an alert and responsible management at the abattoirs, and constant vigilance is being maintained aiming to eradicate this and other illegal activities.
MOTION
1. MR. JOSEPH Y. S. CHAN, VICE-CHAIRMAN OF THE LIBRARIES SELECT COMMITTEE, moved the following motion:-
'RESOLVED that the Public Health and Urban Services (Designation of Libraries) (No. 4) Order 1984, be made under section 105K of the Public Health and Urban Services Ordinance, Cap. 132'.
He said (in English):- Mr. Chairman, I rise to move the motion standing in my name:-
'RESOLVED that the Public Health and Urban Services (Designation of Libraries) (No. 4) Order 1984, be made under section 105K of the Public Health and Urban Services Ordinance, Cap. 132'.
The purpose of the Order is to designate Units 3–6, Block 20, Lam Tin Estate (II) as a library and to amend the Third Schedule to the Public Health and Urban Services Ordinance, Cap. 132.

'RESOLVED that the Pleasure Grounds (Amendment) (Nos. 3 & 4) By-laws 1984 be made under section 109 of the Public Health and Urban Services Ordinance, Cap. 132'.
He said (in English): Mr. Chairman, as Chairman of the Recreation Select Committee, I rise on the motion standing in my name:-
'RESOLVED that the Pleasure Grounds (Amendment) (Nos. 3 & 4) By-laws 1984 be made under section 109 of the Public Health and Urban Services Ordinance, Cap. 132'.
The purpose of the amendment By-laws is
(i) to revise from 1 August 1984 fees for the use of the Victoria Park Centre Court which were introduced on 18 June 1980 and 19 October 1982 respectively with a view to increase the usage of the Centre Court; and (ii) to increase from 1 April 1985 fees for the use of sports grounds including sports pitches which have not been revised since 1976 to take account of increases in maintenance and operational costs.
