HONG KONG URBAN COUNCIL

(1) The standard of services must not be lowered; reasonable but not extravagant services should be provided.

(2) The policy for each type of service to achieve financial balance should not be adopted.

(3) We should not seek balance of the budget by continuous ever increases in rates or licence fees.

We should study in depth all aspects of our services to improve productivity and to economize, for example by application of management technique and scientific technology. As a matter of fact, with the efforts of our Management and Audit Services Unit, we are able to save as much as $17,000,000 a year on refuse collection alone.

I think, studies on management and ways of economization must be intensified. I suggest that a select committee specially for the job be formed under the Standing Committee. I understand that the matter is at present in the care of the Administration Select Committee, but I feel that a select committee specially entrusted with the job will lead to a better planned and more systematically tackling, as this is indeed a very important task.

Lastly, I wish to stress that in face of the rapid changes of Hong Kong in recent years, the Urban Council will also need to modify its functional roles accordingly, so as to continue its services to the community and contribute to the prosperity and stability of Hong Kong.
