judge individually, but the fact is that he is well trained in the job, particularly in terms of work studies and time measurement etc., would undoubtedly help himself with the job he is experienced as far as the controller is concerned.

MR. STEPHEN LAU (in Cantonese):—Mr. Chairman, I would like to ask Dr. Kim CHAM a question, when we recruited staff, did we have tests on their qualifications or the degrees, I think if we do have these requirements and tests, we shouldn't doubt about their qualifications.

DR. The Honourable Kim CHAM (in Cantonese):—Yes, I think MR. LAU is correct in pointing out this, of course, we will consider all the qualifications and the experience of the applicants, but the most important thing is the applicant must be familiar with the work of the Urban Council and when he enters the Department, he will have in-service training and that is very important.

MR. LAWRENCE FUNG (in English):—Can I follow up on the previous answer to my question? I have never queried the competence of the chief officer, the question completely relates to his subordinates, I think it is not quite true that Dr. Kim CHAM has no prior notice, because this subject was discussed at the Administration Select Committee a couple of months back.

DR. THE HONOURABLE Kim CHAM (in English):—Mr. Chairman, in fact, I have a very lengthy discussion with the controlling officer on the possible questions. Basically, staff in particular at the officers level and in terms of data gathering level, depends on the definition of the problem and a formulation of the study, in other words, one can, for instance, in academic research or in any kind of researches and studies, define the problem and the subordinate staff help to gather data and to analyse the problem. Probably Mr. FUNG is not quite familiar with the studies and researches and hence there might be over emphasis in this respect.

CHAIRMAN (in English):—Can we concentrate our supplementaries as specifically as possible to the question?

MR. LAWRENCE FUNG (in English):—Mr. Chairman, in answer to your remarks, my supplementaries are very precise because I was not given satisfaction to my question but I will rest my question further, because who else is more qualified than Dr. Kim CHAM in management in this Council? Nobody.

DR. THE HONOURABLE KIM CHAM (in English):—I thank Mr. FUNG for his question and compliment, and I am glad to share with him my experience in management researches and studies.

MRS. MARGARET LI (in English):—Thank you, Mr. Chairman. Can I ask Dr. Kim CHAM when the quarterly reports are made available to the members of the Administration Select Committee and Finance Select Committee? Secondly, it touches on the work of the select committees, whether relevant sections will also be presented to these other select committees?

CHAIRMAN (in English):—It really is not related to this particular question but if Dr. Kim CHAM, you would like to answer, it is up to you.

DR. THE HONOURABLE KIM CHAM (in English):—Mr. Chairman, if any problem is identified, certainly this will be brought to the attention of the respective functional select committees concerned and this will be taken further.

MR. L. H. KWAN asked the following question (in Cantonese):—

(a) What life-saving and other safety facilities are available at the Victoria Park Swimming Pool managed by the Urban Council? How many life-guards are on duty there during opening hours? How are their working hours arranged? What first aid is available in the event of accidents?

(b) When the Victoria Park Swimming Pool is hired out to a school or some society, are lifeguards also provided by the Urban Council? If yes, how are arrangements made with the hirer; and if not, is there any requirement that the hirer must provide its own life-guards etc.?

(c) A school-girl was drowned on 10 October 1984 during a school swimming meet. In the wake of the accident, is there any need for the Urban Council to step up safety facilities at the swimming pools under its management?

Mr. Kenneth T. C. Lo, CHAIRMAN OF THE RECREATION SELECT COMMITTEE, replied as follows (in English):—The question seeks information on life-saving and other safety facilities provided at the Victoria Park Swimming Pool, and asks if the Urban Council should upgrade safety facilities at its swimming pools in the wake of the fatal accident involving a school-girl on 10 October 1984 at Victoria Park Swimming Pool.

The Victoria Park Swimming Pool Complex comprises a main pool, a diving pool, a training pool, a children's pool, and a paddling pool. Fourteen life-guards are deployed in two shifts starting from 6:45 a.m. to 3:15 p.m. and from 1:15 p.m. to 10:15 p.m. respectively to coincide with the normal opening hours of the pools from 7 a.m. to 10 p.m..

The Victoria Park Swimming Pool is provided with a first-aid room equipped with resuscitators, oxygen, and first-aid kits. In the event of drowning accidents, resuscitation (mouth-to-mouth and/or resuscitator aided) and external cardiac compression would be administered by our life-guards.
