She said (in English):-Mr. Chairman, As Chairman of the Libraries Select Committee, I rise to move the motion standing in my name:-
"That the Library (Amendment) By-laws 1983 be made under section 105(1) of the Public Health and Urban Services Ordinance, Cap. 132."
The purpose of these by-laws, which were approved by the Libraries Select Committee and ratified by the Standing Committee of the Whole Council in 1982, is to amend the principal by-laws to extend the provisions of certain by-laws to 'library materials', so that not only books but also records, films and tapes may be on the free lending service.
I beg to move.

5. DR. DENNY M. H. HUANG, CHAIRMAN OF THE ENVIRONMENTAL HYGIENE SELECT COMMITTEE, moved the following motion:—
'RESOLVED that the Funeral Parlour (Amendment) (No. 2) By-laws 1983 be made under section 123 of the Public Health and Urban Services Ordinance, Cap. 132.'
He said (in Cantonese):—Mr. Chairman, As the Chairman of the Environmental Hygiene Select Committee, I rise on the motion standing in my name:-
"That the Funeral Parlour (Amendment) (No. 2) By-laws 1983 be made under section 123 of the Public Health and Urban Services Ordinance, Cap. 132." The purpose of the proposed amendment is to exempt the dead washing rooms at the Masjid Ammar & Osman Ramju Sadick Islamic Centre at 40 Oi Kwan Road, Hong Kong; the Muslim Cemetery, Cape Collinson, Hong Kong; and Muslim Cemetery, Happy Valley, Hong Kong from the definition "funeral parlour", and thus from licensing.
The simple facilities provided at these premises for washing the dead in accordance with Islamic rites are not funeral parlours in the commonly accepted sense of the term and do not have to conform to the normal licensing conditions for funeral parlours which are very stringent. The Islamic rites have been practised in Hong Kong for over 100 years with no licences, no health requirements and, apparently, no adverse effects.
All the premises have been inspected by health staff and confirmed to be hygienically acceptable for the intended purposes.

This amendment will come into operation on the date of notification in the Gazette.

6. MR. HOWARD H. W. YOUNG, VICE-CHAIRMAN OF THE RECREATION SELECT COMMITTEE, moved the following motion:--
'RESOLVED that the Public Health and Urban Services (Public Pleasure Grounds) (Designation and Amendment of Fourth Schedule) (No. 4) Order 1983 be made under section 106 of the Public Health and Urban Services Ordinance, Cap. 132.'
He said (in English):--Mr. Chairman, I rise to move the motion standing in my name:-
"THAT the Public Health and Urban Services (Public Pleasure Grounds) (Designation and Amendment of Fourth Schedule) (No. 4) Order 1983 be made under section 106 of the Public Health and Urban Services Ordinance, Cap. 132."
The purpose of the Order is to designate seven new recreational facilities as public pleasure grounds and to include them in the Fourth Schedule to the Public Health and Urban Services Ordinance at the same time deleting the Lei Cheng Uk Playground No. 1 and the Wang Tau Hom Estate Temporary Playground.
