CHUNG (in English):-Mr. Chairman, in view of the fact that those Members who have left have already expressed their support to the motion, and it is very unfair for them not to vote just because they do not know whether the vote would be taken today. If they know that is taken today, they will wait. (laughter)
MR. KWAN (in English):-Mr. Chairman, with every respect to Mr. CHUNG, I understand that he is not speaking on behalf of those Members who have already left (laughter), and I am going to second Mr. Peter CHAN'S motion. Shall we vote now?
CHAIRMAN (in English):-I shall be very happy to withdraw my suggestion, and that the right of reply would be postponed. It makes easy for me which means I shall not exercise my right of reply on this motion. Could I ask Members by showing hands to vote on the motion?
MRS. FONG (in English):—I have a point of clarification. The motion expresses the views, so what does 'for the motion' mean? (laughter)
CHAIRMAN (in English): The motion is as it is on the paper. There is no further clarification as it is all in the paper.
The question on the Chairman's motion was put.
The motion was carried with 22 votes for, with one abstention.
