# HONG KONG URBAN COUNCIL
## ADDRESS BY CHAIRMAN
CHAIRMAN (in Cantonese):---Ladies and Gentlemen, the meeting is called to order.
## MINUTES
The minutes of meeting held on 15 March 1983 were confirmed.
## STATEMENT BY CHAIRMAN
CHAIRMAN (in Cantonese):―This year is a momentous year for the Urban Council--the 100th anniversary year of the founding of the Council.
Next week, Monday, 18 April, we will formally celebrate this auspicious event by way of a special Centenary Council Meeting, at which the Governor will address the Council.
At this very first meeting of the newly constituted Council, I take the opportunity to welcome nine new Councillors:
Mr. L. H. KWAN
Mr. Joseph Y. S. CHAN
Mr. PAO Ping-wing
Mr. LAM Chak-piu
Mr. Frederick K. K. FUNG
Mr. LEE Chik-yuet
Mrs. Nellie FONG
Mr. TONG Kam-biu
Mr. Samuel P. W. WONG
who I am sure will make very worthwhile contributions to the Council's work in service to the community.
I also warmly welcome back Mr. Brook BERNACCHI, who has returned to the Council after an absence of two years.
The Urban Council is indeed entering a new era of its historic development. Firstly, the elected members have been elected from a universal franchise; secondly, since each elected member is returned from a constituency, he or she is accountable to the voters in that constituency; and thirdly, I anticipate that the Urban Council will have an increasingly closer relationship with all ten Urban District Boards.
Each Urban Councillor, whether appointed or elected, will have a three-fold responsibility:

(a) to represent the Council and carry out its aims on a territory-wide basis; (b) to represent the District to which he or she has been assigned and ensure that the citizens of that District will receive a fair share of the Urban Council's capital works projects and various services as early as possible;
and
(c) to represent the District Board in its relations with other Government departments.
The Urban Council will now be faced with new opportunities and new challenges; firstly, to strengthen our role within the community as a ‘Council that cares' which means giving more and better quality services, and secondly, to press ahead with the development of the Urban Council in tandem with the District Board system.
Especially in the area of community building, the Urban Council with the resources at its disposal and the support of the District Boards can make a substantial contribution at the grass-roots level of our society to improve the quality of life.
As an international city, Hong Kong has the unrivalled opportunity to evolve its own form of Local Administration system and democratic freedoms with the active participation of Hong Kong people.
With freedom of thought and speech being fully respected in Hong Kong, the Urban Council looks forward to an expanding and more important role in the management of Hong Kong affairs in the years to come.

MR. B. A. BERNACCHI (in English):-Mr. Chairman, I thank you very much for your welcome on my return to the Urban Council. I will try and do my best for the Urban Council and district board of Eastern, and I hope that I return to an Urban Council that is prepared to work more closely together than the Urban Council that I left two years ago.
