Computerization Sub-Committee
In three years since the creation of the Electronic Data Processing Centre with one (1) Project Manager, the establishment of the Centre now includes: Systems Manager, Systems Analyst, Analyst Programmers and operators. Equally, the Centre's responsibilities have expanded from that of 'planning' and 'consultancy' for the various U.S.D. section to that of planning, consultancy, system development, software maintenance and equipment operation.
Currently, an I.B.M. System 34 is being used by the Chief Treasury Account for Budgeting and Accounting, Stores Inventory Control, Electricity and Gas Consumption Monitoring, etc.
A Revenue System to keep track of market stall rentals, various licences and permits fee will also be implemented in the near future.
To give the public better and easier access to purchase tickets for cultural and entertainment events, the Urban Council will shortly offer its U.R.B.T.I.X. computerized ticketing system. Two (2) Digital Equipment Corp. V.A.X. 11/750 are in place and ready to go. Two (2) other computer projects which have proven their effectiveness, namely, in the balloting of applications for sports facilities at Queen Elizabeth Stadium, and the maintenance of Litter Conviction Records are being performed by outside contractors to the Urban Council.
A whole host of other computerized functions are being investigated-- subject to the availability of finance and the results of investigations and the endorsement of the respective Select Committees these computerized functions will be implemented to better serve the public.
Before I leave the subject of computer-I must, on behalf of the Urban Council, express our grateful appreciation to our E.D.P. Honorary Advisors. These Honorary Advisors have been most generous and willing whenever the benefit of their advice and opinion were called for.
Cultural Activities Sub-Committee
Much of the statistics of the Urban Council cultural presentations have been regularly reported in the monthly reports. I shall not belabor the point other than to summarize the year's highlights. There were altogether 430 performances by local and overseas artists with a total attendance of 262,941 persons. We were able to maintain a variety of performing art forms from both local and western cultures. The Council also presented 39 vocal, instrumental, dance performances and lecture demonstrations plus film shows and photographic exhibitions jointly with other cultural organizations. The Council, as the major benefactor of the Hong Kong Philharmonic Society, jointly presented the Hong Kong Philharmonic orchestra in 59 concerts. It is gratifying to see the orchestra reaching out to a wider and younger audience base.
The Cultural Activities Sub-Committee is continually monitoring both artistic standards as well as audience acceptance of performances. Further fine-tuning of cultural presentations is ever present in our mind. An exciting year of performances by distinguished local and overseas artists or groups are ahead of us. No doubt, with U.R.B.T.I.X. computerized ticketing, public attendance will improve further.
The 8th Festival of Asian Arts took place from 18 October to 3 November 1983. In addition to visiting artists which gave 57 indoor performances, 82 free outdoor performances were also given by local and overseas artists. It has always been a practice of the Festival to give free outdoor performances by overseas groups, and the intent is to make such performances freely available to those citizens unable to attend indoor performances.
The 7th International Film Festival took place from 24 March to 8 April 1983. It is now a well-known event in the international calendar of Film Festivals. Overseas inquiry on participation increase year by year. For the last Festival, 77,000 people attended 220 screenings. Overseas directors, producers and film journalists are given opportunities to meet with their local counterpart. No doubt such contacts are of value to the local film industry.
