MR. PETER CHAN (in English):--A point of clarification. Can Mr. SULKE clarify that if you pass the motion, he sends the bill to the Government. Would they pay for it? Have you got assurance from some Government departments like Financial Secretary or somebody, he'll pay for it? If you can get this assurance that he'll pay for it, I will support your motion, but if you pass a motion that somebody will pay for it and doesn't pay for it, and unless we can pay for it, I can't support your motion.

CHAIRMAN (in English):--Mr. Peter C. K. CHAN'S query is out of Order. The motion has been moved by Dr. Kim CHAM and seconded by Mrs. Grace HU under Standing Order 15(c) that the original motion be referred to the Standing Committee of the Whole Council.
