From the point of view of good financial management, any commercial organization or Government department must not have a perpetual deficit. We must explore more sources of finance. The rates charged by Government is 11.5% and the share of the Urban Council has increased from 4% to 8%. If we hope the Central Government will increase our rate share indefinitely, I fear that will be impossible since there are limits. In future, we should try to increase our income to meet our expenses, but it is wise not to increase rates next year because the financial situation of Hong Kong is not favourable due to the worldwide recession which Hong Kong is just beginning to be hit by. The blow is not a light one, so under the circumstances, it is wise to use our reserves to cover the deficit, and by doing so we will have the support of the public. When the financial situation becomes more favourable, we should then explore raising more revenue. I am delighted to hear that although recession is still with us, many Hong Kong industrialists have received an increasing number of orders lately. It is hoped that the year after next, when the economy starts to improve, we will then consider how to increase income. I support the motion.

"RESOLVED that

(a) A Declaration be made under section 79(1) of the Public Health and Urban Services Ordinance, Cap. 132 to amend further the Declaration of Markets in Urban Areas first published in the Gazette as Government Notice Number 1620 of 1960; and

(b) the Public Health and Urban Services (Public Markets) (Designation and Amendment of Tenth Schedule) (No. 6) Order 1982 be made under section 79 of the Public Health and Urban Services Ordinance, Cap. 132.'

He said (in English):—Mr. Chairman, I rise to move the motion standing in my name:-

THAT-

(a) a Declaration be made under section 79(1) of the Public Health and Urban Services Ordinance, Cap. 132 to amend further the Declaration of Markets in Urban Areas first published in the Gazette as Government Notice Number 1620 of 1960; and

(b) the Public Health and Urban Services (Public Markets) (Designation and Amendment of Tenth Schedule) (No. 6) Order 1982 be made under section 79 of the Public Health and Urban Services Ordinance Cap. 132.’ The purpose of this Declaration is to amend the declaration of markets in the urban areas to include the Quarry Bay Temporary Market, the To Kwa Wan Temporary Market and the Cheung Sha Wan Cooked Food Market and to delete the Quarry Bay Market, the To Kwa Wan Market and the Mong Kok Temporary Market. The latter three markets are no longer in operation.

The purpose of the Order is to designate the Quarry Bay Temporary Market, the To Kwa Wan Temporary Market and the Cheung Sha Wan Cooked Food Market as public markets and to include them in the Tenth Schedule to the Public Health and Urban Services Ordinance Cap. 132, at the same time deleting the Quarry Bay Market, the To Kwa Wan Market and the Mong Kok Temporary Market.
