Joint Ventures in Community Development

The Urban Council has in recent years increasingly placed more emphasis on joint ventures in its programme of services for community development.

In addition to providing on its own numerous municipal services and a variety of public amenities, ranging from street cleaning, food hygiene control, market facilities to cultural and recreational events, the Council has joined forces with other Government departments and community and private bodies in order to speed up, or to increase the number of, or raise the standard of its services and projects.

In capital projects, we have recently completed the first multi-purpose complex in a joint venture with the Housing Authority. The opening of the $27 million Ngau Tau Kok Complex has marked a milestone in the Council's community service programme. Not only is this building the first such joint venture with the Housing Authority, it is also the first of its kind to provide market and recreational facilities all under one roof. Another similar joint venture, but on a smaller scale, is the Yue Kwong Road Market and Indoor Games Hall which was completed earlier in the year.

Other joint venture projects in our building programme, which are either under construction or in the pipeline, are the Centre Street Market Extension and the Lower Lascar Row Market with the Hong Kong Housing Society; the Sai Wan Ho Market Complex with the Mass Transit Railway Corporation; the Kimberley Road Market with a private developer and the Tang Lung Chau Joint-User Building with the Government.

In the cultural field, the Council has a total of 223 joint presentations for the current financial year. So far, some 158 events have been held. Among the joint presentations to come is the concert featuring Fou Tsong with the Hong Kong Youth Symphony Orchestra next month jointly presented with the Music Office. The forthcoming Hong Kong Arts Festival is another major event in

which the Urban Council will actively take part besides giving a subsidy of $1 million.

In addition to subsidising and co-sponsoring cultural events, the Council also welcomes sponsorship from outside organizations, such as banks and consulates. The most recent one was the drama performance by the Young Vic Company sponsored by the British Council. The Wells Cathedral School Orchestra concert scheduled for the end of this month is sponsored by the Hong Kong and Shanghai Banking Trustee Ltd.

For sports and recreational events, the Council has for many years played an active role in subsidising and sponsoring them so as to encourage wide public participation as well as to promote various sports. In the last few months, the Council has been a major sponsor of such international events like the 2nd Junior World Cup-Australasian Zone Qualifying Tournament organized by the Hong Kong Hockey Association at the newly completed King's Park Hockey Ground; the International Badminton Tournament 1981 held at Queen Elizabeth Stadium; the 15th International Kart Grand Prix at Victoria Park, and the Jogging into 82 Programme organized jointly by the Council, the Recreation and Sport Service and the Hong Kong Amateur Athletic Association.

The Council also plays an active role in mounting exhibitions of both cultural and educational nature for the benefit of various sectors of the community. For example, the current Careers Exhibition held at the City Hall is a joint venture with the Labour Department. The Council's Libraries Service, Museums and Art Galleries are also often seen working hand in hand with other organizations in mounting exhibitions on wide ranging topics such as paintings, sculptures and other art forms or science or history topics.

In fact, the Council can be said to be working closely with people and organizations of all fields, be it cultural, educational, public or private, not only to meet the daily requirements of the people, but at the same time to enrich the life of the community in general.

The latest group of allies for the Council in its many joint ventures will be the district boards which are being formed under the District Administration Scheme. As I have said on many occasions before, the Council fully support the Scheme and I can envisage very close co-operation between these new bodies and the Council in involving the people in the administration of matters which affect their daily lives. Furthermore, while working in this direction, it is but natural that the Council and the district boards will be seen by the public to be working together on joint ventures designed for the benefit of district residents.
