I commend this year's Report to all those who are interested in knowing what makes Hong Kong a vibrant city of colour, progress and international atmosphere.

3. THE HONOURABLE F. K. HU, CHAIRMAN OF THE CULTURE AND ENTERTAINMENT SELECT COMMITTEE, moved the following motion:----
'RESOLVED that the Civic Centres (Amendment) By-laws 1981 and the Stadia (Amendment) By-laws 1981 be made under sections 105 O and 105 D of the Public Health and Urban Services Ordinance, Cap. 132.'
He said (in English):-Mr. Chairman, as Chairman of the Culture and Entertainment Select Committee, I now rise to move the motion standing in my name:--
'RESOLVED that the Civic Centres (Amendment) By-laws 1981 and the Stadia (Amendment) By-laws 1981 be made under sections 105 O and 105 D of the Public Health and Urban Services Ordinance, Cap. 132.'
The purpose of these amendments is to strengthen management control over civic centres (including indoor stadia) and outdoor stadia in the urban area.
By-law 2 of the Civic Centres (Amendment) By-laws 1981 amends by-law 9 of the principal by-laws by strengthening the existing controls on bringing of food stuffs and food containers into civic centres. By-law 3 of the same amendments strengthens existing by-law 10 which provides for the removal and sale of any building materials brought into a civic centre without the manager's permission.
By-law 2 of the Stadia (Amendment) By-laws 1981 replaces by-law 12 of the principal by-laws with a strengthened provision for controlling the selling and letting of refreshments and commodities within outdoor stadia and for the removal, storage and sale of advertising and trading materials in such stadia. A corresponding set of regulations for civic centres and outdoor stadia in the New Territories was gazetted on 14 August 1981.
