HONG KONG URBAN COUNCIL

period of three weeks from 1 to 31 May during which re-programming and maintenance work will take place.

DR. CHAM (in English):- Mr. Chairman, seasonally stars have different positions in the sky, is it possible to change our programme, say, 4 times a year which is in line with the seasons?

MR. HU (in English):- Mr. Chairman, this question was discussed and studied before. Because of the popularity of the programme and time required to change the show from one show to another new show, as I've mentioned in my reply earlier, it is difficult to change more than twice a year.

DR. CHAM (in English):- Concerning the time to change programmes, I note that it would take three weeks to change programmes. Is it possible to shorten the time of change?

MR. HU (in English):- These three weeks involved actually one week under re-programming and another more than one week to do the maintenance work of the Zeiss Projector. It cannot be carried out simultaneously. So if we are changing the programme, without carrying out maintenance of the Zeiss Projector, there is a possibility of reducing the period. It all depends on the maintenance work.

MR. LAU (in Cantonese): - Mr. Chairman, technically speaking could we have two programmes for the computer which are linked together?

MR. HU (in English):- This is possible, but the programming takes a lot of time and since the Space Museum starting operation only last year, I think all technical staff will have to take more time to get used to the programme.

MOTIONS

1. MR. H. M. G. FORSGATE, CHAIRMAN OF THE FINANCE SELECT COMMITTEE, moved the following motion:

'RESOLVED that the Urban Council Financial (Amendment) By-laws 1981 be made under section 37 of the Urban Council Ordinance, Cap. 101.'

He said (in English):- Mr. Chairman, I rise to move the motion standing in my name:—that the Urban Council Financial (Amendment) By-laws 1981 be made under section 37 of the Urban Council Ordinance, Cap. 101.'

These amendments arise from the Council's decision to reinstate the Museums Select Committee, the Libraries Select Committee and to change the name of the Cultural Services Select Committee to the Culture and Entertainment Select Committee. These amending By-laws delegate to the appropriate new Select Committees powers to authorize expenditure on matters arising out of their activities which were formerly all delegated to the Cultural Services Select Committee.

Sir, I beg to move.

MR. PETER P. F. CHAN, Vice-Chairman of the Finance Select Committee, seconded (in English): Mr. Chairman, may I second the motion.

The question was put.

The motion was carried unanimously.

2. MR. KENNETH T. C. Lo, CHAIRMAN OF THE RECREATION SELECT COMMITTEE, moved the following motion:

'RESOLVED that the Pleasure Grounds (Amendment) By-laws 1981, be made under section 109 of the Public Health and Urban Services Ordinance, Cap. 132.'

He said (in English): - Mr. Chairman, as Chairman of the Recreation Select Committee, I rise on the motion standing in my name:-

'RESOLVED that the Pleasure Grounds (Amendment) By-laws 1981, be made under section 109 of the Public Health and Urban Services Ordinance, Cap. 132.'

The purpose of the amendment By-laws is to increase from 1 June 1981 fees for the use of hard-surface tennis courts, squash courts, bowling greens, golf putting greens and obstacle golf courses at public pleasure grounds. The present fees for hard-surface tennis courts were introduced on 1 January 1980, and those for squash courts, bowling greens, golf putting greens and obstacle golf courses on 1 April 1976. It is now necessary to raise the fees to take account of increases in maintenance and operational costs.

Sir, I beg to move.

THE HON. F. K. HU, VICE-CHAIRMAN OF THE RECREATION SELECT COMMITTEE, seconded (in English):— Mr. Chairman, I have pleasure to second the motion.

The question was put.

The motion was carried unanimously.
