'It is resolved that the Space Museum Lecture Hall be designated as a civic centre in accordance with Section 105M of the Public Health and Urban Services Ordinance, Cap. 132.'
The Space Museum Lecture Hall will be made available for hire by the public from July 1981. Its designation as a Civic Centre will bring it under the controls set out in Section 105M of the Public Health and Urban Services Ordinance, Cap. 132 and the Civic Centre By-laws, which will permit the public hire of the facility and provide the necessary regulations for its control and management.

MRS. E. ELLIOTT seconded (in English):-Mr. Chairman, I rise to second the motion proposed by Mr. Lawrence FUNG.

The motion was carried unanimously.
CHAIRMAN (in English):-Since the Urban Council was re-structured and given financial autonomy eight years ago, Mr. A. de O. SALES achieved a distinguished record of service as its first Chairman.
During those eight years, he gave unstintingly of his time and energy to further the work of the Council for the benefit of the community.
Particularly in sport and recreation his achievements are laudable. He undoubtedly received much support from his fellow Councillors, yet Hong Kong would not have progressed as rapidly as it did in this respect had it not been for his dedicated leadership.
In the realm of culture, again because of his leadership Hong Kong is today flourishing with an immensely wider range of cultural activities and programmes when compared to what existed eight years ago. He acquired an unsurpassed record of achievement in sport, recreation and culture while serving as Urban Council Chairman.
Carrying on at the same level and at the high standards set by Mr. SALES will not be easy, but his achievements in the Council will stand as a criterion for future Urban Council Chairmen and Councillors to emulate in the years to come.
MR. Lo (in English):-Mr. Chairman, may I also say a few words concerning Mr. SALES or Sonny as he is affectionately known to his friends. Sonny has been so much a part of the Urban Council scene that it is difficult to imagine the Urban Council without him.
To some, Sales was the Urban Council and the Urban Council was Sales. His achievements stand for all to see, but his success was not easily achieved. It was achieved not by waving a magic wand, but by much hard work and devotion to duty. His dedication to service is an example to us all. We must try to emulate him. To surpass him would be impossible.
I am sure everyone will join with me in wishing Sonny and Mrs. SALES much success, prosperity and happiness in the future.
