MR. C. K. CHAN (in Cantonese):--I think both Mrs. ELLIOTT and Dr. HUANG are members of the Housing Authority, perhaps they can do something.
MRS. ELLIOTT (in English):---Mr. Chairman, may I answer that. I have tried to bring it up before the Housing Authority.
CHAIRMAN (in English): This is, by the way, the best explanation.
MR. TSIN (in Cantonese):—Mr. Chairman, I would like to ask a question. Since the Urban Services Department is responsible for collecting refuse, if refuse in housing estates contravenes the regulations, do we have the power to prosecute them, and whom should we prosecute, the Housing Authority or others?
DR. HUANG (in Cantonese):-I think the Urban Services Department has power to prosecute, but until now, nothing like this has happened. As to whom should be prosecuted, I think the Housing Manager has to decide who is held responsible. Since they are all Government departments, nothing has happened so far.

1. MR. SHUM Choi-sang, Chairman of the Markets and Street TRADERS SELECT COMMITTEE, moved the following motion:—
'RESOLVED that the Abattoirs (Amendment) By-laws 1982 be made under section 77 of the Public Health and Urban Services Ordinance, Cap. 132.'
He said (in English):-Mr. Chairman, as Chairman of the Markets and Street Traders Select Committee, I rise to move the motion standing in my name.
The cost of operating the abattoirs at Kennedy Town and Cheung Sha Wan has continued to increase considerably over the past year owing to rising wages and higher fuel and maintenance costs. Following a recent comprehensive cost study which showed substantial deficits for the current year and, predictably, in future years, an increase in fees is necessary to bring revenue up to expenditure in accordance with the Council's policy governing abattoir fees.
The Markets and Street Traders Select Committee has considered the new fees as shown in the proposed by-laws very carefully before agreeing to them. These proposed new fees have also been endorsed by the Standing Committee of the Whole Council.

'RESOLVED that----
(a) a Declaration be made under section 79(1) of the Public Health and Urban Services Ordinance, Cap. 132 to amend further the Declaration of Markets in Urban Areas first published in the Gazette as Government Notice Number 1620 of 1960; and
(b) the Public Health and Urban Services (Public Markets) (Designation and Amendment of Tenth Schedule) (No. 2) Order 1982 be made under section 79 of the Public Health and Urban Services Ordinance, Cap. 132.'
He said (in English):--- Mr. Chairman, I rise to move the motion standing in my name:-
"THAT-
(a) a Declaration be made under section 79(1) of the Public Health and Urban Services Ordinance, Cap. 132 to amend further the Declaration of Markets in Urban Areas first published in the Gazette as Government Notice Number 1620 of 1960; and
(b) the Public Health and Urban Services (Public Markets) (Designation and Amendment of Tenth Schedule) (No. 2) Order 1982 be made under section 79 of the Public Health and Urban Services Ordinance Cap. 132.'
The purpose of this Declaration is to amend the declaration of markets in the urban areas to include the newly-built Ngau Tau Kok Market and the Yue Kwong Road Market and to delete the Jordan Valley Market which has been demolished.
The purpose of the Order is to designate the Ngau Tau Kok Market and the Yue Kwong Road Market as public markets and to include them in the Tenth Schedule to the Public Health and Urban Services Ordinance at the same time deleting the Jordan Valley Market.
