3. MR. AMBROSE K. C. CHOI, VICE-CHAIRMAN OF THE MARKETS AND STREET TRADERS SELECT COMMITTEE, moved the following motion :-

'RESOLVED that the Hawker (Permitted Area) (Amendment) Declaration 1980 be made under By-law 4(1) of the Hawker By-laws.'

He said (in Cantonese): —Mr. Chairman, I rise to move the motion standing in my name:

'THAT the Hawker (Permitted Area) (Amendment) Declaration 1980 be made under By-law 4(1) of the Hawker By-laws.'

This amendment to the Schedule to the Hawker (Permitted Area) Declaration 1975 revokes the setting aside as Hawker Permitted Areas certain sections of 5 streets in Kowloon, namely Reclamation Street, Pak Hoi Street, Kam Wing Street, Yan Oi Street and Shung Ling Street to allow the implementation of the re-ordering of hawkers.

MR. B. A. BERNACCHI (in English):-Mr. Chairman, I would seek clarification from the proposer of the motion. What does he mean by the expression 'to allow the implementation of the re-ordering of hawkers'? If he means eventual policy of licensing all hawkers actually hawking in places not banded for hawking, then I support the motion. Otherwise, why pick on these very popular streets for an exclusion from hawker permitted areas whilst the HPA is still in existence?

MR. CHOI (in Cantonese):-Mr. Chairman, about these five streets I should mention this. Reclamation Street, from the south side, is bounded by Market Street at the junction of 92 ft. to the north side which is in junction with

Kiangsu Street from the south, until the north of that street. Pak Hoi Street starts from the east which is from the junction of Canton Road up to the west side of Fortress Street, in the junction and extending eastwards to the west of Fortress Street in the junction of Shanghai Street. In Kam Ling Street, the whole street is a permitted area. Yan Oi Street starts from the south from the junction with Fu Yuen Street, extending upwards to No. 52. Shung Ling Street starts from the pedestrian walk on the west side up to the north side with Fu Yuen Street, the junction of that street and up to the Kam Ling Street. Thank you.
