DR. CHAM (in English): Mr. Chairman, there are several factors involved. Of course, in my statement earlier, I have already outlined the technical problems involved in library services. We would not like to go half-way for the sake of starting up early and simply go ahead with library services. In view of the problems which we envisage, we do want to gain some experience in terms of computerization projects and implementing them. So we will start with our first priority, i.e. the ticketing function. Also bearing in mind another factor is that, we are going to have ticketing venues coming up which have large seating capacities. We believe that it is important to start up early in order to cater for the demand and the sale of tickets which is to come.

MOTIONS

1. MR. KENNETH T. C. Lo, CHAIRMAN OF THE RECREATION SELECT COMMITTEE, moved the following motion:

'RESOLVED that the Public Swimming Pools (Amendment) By-laws 1981, be made under section 42 of the Public Health and Urban Services Ordinance, Cap. 132.'

'RESOLVED that the Public Swimming Pools (Amendment) By-laws 1981, be made under section 42 of the Public Health and Urban Services Ordinance, Cap. 132.'

The purpose of the amendment By-laws is to increase admission fees and hire charges for the use of swimming pool facilities. The present fees and hire charges were last revised in 1980. However, a recent review showed that it is necessary to raise them again this year in order that increases in maintenance and staff cost can be met. With the introduction of the new rates, the level of Urban Council subsidy remains at approximately 66%.

'RESOLVED that the Dutiable Commodities (Liquor Licences) (Specification of Fees) Notice 1981 be made under section 6(5) of the Dutiable Commodities Ordinance, Cap. 109.'

He said (in English):- Mr. Chairman, as Chairman of the Liquor Licensing Board, I rise to move the motion standing in my name.

The Dutiable Commodities (Liquor Licences) (Specification of Fees) Notice 1981 made under the Dutiable Commodities Ordinance now before the Council will, when adopted, increase the fees payable for liquor licences issued by the Urban Council.

The fees for liquor licences have not been increased since 1970 because so far revenue has covered the related expenditure. However, this will not be the case for the coming fiscal year if the licence fees remain at the present level. It is estimated that there will be a deficit of $0.5 million if the licence fees are not revised. The purpose of this amending Notice is therefore to help to cover the annual cost of administering the licensing system for this type of business.

The proposed increase of 50% on all types of liquor licences has been carefully considered by the Liquor Licensing Board and the Standing Committee of the Whole Council, and I am satisfied that due weight has been given to all the implications of this proposal.

The Food Business (Amendment) By-laws 1981, the Frozen Confections (Amendment) By-laws 1981 and the Milk (Amendment) By-laws 1981 now before the Council will, when adopted, increase the licence fees for:- (1) the various licences issued under the Food Business By-laws, namely, food factories (including bakeries), restaurants, siu mei and lo mei shops, fresh provision shops, cold stores and factory canteens; (2) the various permits issued under the Food Business By-laws; (3) frozen confection factories; and (4) milk factories.
