2. MR. EDMUND W. H. CHOW, CHAIRMAN OF THE FOOD HYGIENE SELECT COMMITTEE, moved the following motion:
'RESOLVED that the Food Business (Amendment) By-laws 1980, Frozen Confections (Amendment) By-laws 1980 and Milk (Amendment) By-laws 1980 be made under section 56 of the Public Health and Urban Services Ordinance, Cap. 132.'
He said (in English):- Mr. Chairman, I rise to move the motion standing in my name.
The Food Business, Frozen Confections and Milk Amendment By-laws now before the Council will, when adopted, increase the licence fees for- (i) the various licences issued under the Food Business By-laws, namely,
(a) restaurants of certain sizes,
(b) food factories,
(c) bakeries,
(d) cold stores,
(e) fresh provision shops,
(f) siu mei and lo mei shops,
(i) the various permits issued under the Food Business By-laws; (iii) Frozen Confection Factories; and
(iv) Milk Factories.
The purpose of these amending By-laws is to help to cover the annual cost of administering the licensing system for these businesses. Even with the proposed increases, the estimates for 1980-81 show that the revenue from the licence fees still falls short of the administrative cost by over two and a half million dollars, to which extent the ratepayers, in effect, will still be subsidizing these businesses.
All the increases now proposed have been carefully considered by the Food Hygiene Select Committee and the Standing Committee of the Whole Council, and I am satisfied that due weight has been given to all the implications of the proposals.

3. THE HON. F. K. HU, CHAIRMAN OF THE CULTURAL AFFAIRS SELECT COMMITTEE, moved the following motion:-
'RESOLVED that the Civic Centres By-laws 1980 be made under section 105 of the Public Health and Urban Services Ordinance, Cap. 132.'
He said (in English):- Mr. Chairman, I rise to move the motion standing in my name:
'THAT the Civic Centres By-laws 1980 be made under Section 105 of the Public Health and Urban Services Ordinance, Cap. 132.'
These By-laws will replace the existing City Hall Regulations, which deal specifically with the management of the City Hall, to take account of planned venues which will be opened in the near future. These are the Queen Elizabeth Stadium at Morrison Hill, the Ko Shan Road Open-Air Theatre at Hung Hom, the Hung Hom Indoor Stadium and the Tsim Sha Tsui Cultural Complex.
The purpose of the By-laws is to control the entry and conduct of persons into and within civic centres and to provide for proper management.

4. MRS. E. ELLIOTT, CHAIRMAN OF THE LIBRARIES SELECT COMMITTEE, moved the following motion:
'RESOLVED that the Library (Listening Areas and Viewing Areas) Fees Notice 1980 be made under by-law 26B of the Library By-laws.'
She said (in English):- Mr. Chairman, as Chairman of the Libraries Select Committee, I rise on the motion standing in my name.
The Video Cassette Library in the Yau Ma Tei Library offers viewing of pre-selected programmes at regular intervals for groups of up to 24 persons. It has been in operation as part of the extension activities of the library since July 1978. Admission is free of charge.
Private viewing by small groups of up to four persons of video cassette programmes selected by them from the stock held in the library is an extension of the existing library audio-visual services. The charges recommended by the Libraries Select Committee for the use of each headset connected to the video monitor for private viewing are:
30 minutes or less: $0.50
30-60 minutes: $1.00
