(Laughter) Mr. BERNACCHI actually made a political statement. (Laughter) The Chairman will indulge Mr. BERNACCHI as usual and let that statement remain on the records of the Council. (Laughter)

CHAIRMAN (in English):-The Council's compliments to our two Members on their maiden speeches. By prior agreement of the Standing Committee of the Whole Council, this debate will resume at the next regular monthly meeting when I will exercise my right of reply.
