more objective and detailed analysis. In the circumstances, there is absolutely no justification for differences of opinions developing into personalities. The public has already had a bad impression of a 'split Council'. I beg to be indulged to appeal to all concerned for a better sense of co-operation in the years to come. Thank you.

MR. B. A. BERNACCHI (in English):—I rise on a point of clarification. My words last Tuesday could be interpreted as meaning that I had an intention of resigning from the Council. No. I am not giving up my elected seat. I meant that I had no intention of standing again for election unless it is with real public support to a re-constituted Council.
CHAIRMAN (in English):--We will accept that statement under Standing Order 21, Section 11, although it went beyond a point of clarification. (Laughter) Mr. BERNACCHI actually made a political statement. (Laughter) The Chairman will indulge Mr. BERNACCHI as usual and let that statement remain on the records of the Council. (Laughter)
ADJOURNMENT 4.52 p.m.

By prior agreement of the Standing Committee of the Whole Council, this debate will resume at the next regular monthly meeting when I will exercise my right of reply.
