HONG KONG URBAN COUNCIL

It was decided in 1977 to reduce the free storage period for ashes at Council crematoria from three months to two months. This decision is reflected in Item 3(a) in the Second Schedule to the Cremation and Gardens of Remembrance By-laws. By an oversight, By-law 13(2) was not similarly amended and the purpose of the amendment now proposed is to correct this.

2 MR EDMUND W. H. CHOW, CHAIRMAN OF THE FOOD HYGIENE SELECT COMMITTEE, moved the following motion:-RESOLVED that the Food Business By-laws (Exemption from By-law 32(1)) Notice 1978 be made under By-law 32(7) of the Food Business By-laws.'

He said (in English): --As Chairman of the Food Hygiene Select Committee, I rise on the motion standing in my name: -----

"THAT the Food Business By-laws (Exemption from By-law 32(1)) Notice 1978 be made under By-law 32(7) of the Food Business By-law'.

As a new concept in the development of market facilities, provision has been made for cooked food stalls to be accommodated in new public markets. Consideration has also been given to allow the sale of siu mei and lo mei, fairly popular items of food, in public markets.

This notice will exempt a holder of a stall in a public market under lease with the Urban Council, who is engaged in the sale of cooked food, light refreshments, siu mei or lo mei, from holding a 'restaurant' or 'siu mei and lo mei shop' licence under the Food Business By-laws. This exemption applies to the licensing aspect only, and does not exempt the stall-holder from complying with other provisions of the Food Business By-laws or those of the Public Health and Urban Services Ordinance. The stalls will be subject to regular inspections by the health inspectorate and there will be no loss of control over hygiene standards.

There is a similar situation in regard to the sale of meat in public markets. Market stalls are excluded from the definition of 'fresh provision shop' under Food Business By-law 32(2), and their operators are not required to hold a food business licence. Arrangements will be made in due course to exclude market stalls from the definition of 'restaurant' and 'siu mei and lo mei shop' under this by-law.
