Meeting of 8th November, 1977 — 4.00 P.M.

REPORT

The application was first made on 28th November, 1973 and a letter containing the Council's requirements on hygiene matters was sent to the applicant on 25th January, 1974. Since he wished to change the layout for the proposed restaurant, the applicant submitted a revised plan to the Council on 3rd January, 1975. A revised letter containing the Council's hygiene requirements was sent to him on 4th February, 1975. However, on 6th December, 1976 the applicant submitted yet another revised plan and the Urban Council issued yet another list of hygiene requirements on 22nd January, 1977. On 7th July, 1977 the original applicant withdrew and his application was taken over by a different person. A fresh set of the Council's hygiene requirements was accordingly sent to the new applicant. On 27th August, 1977 the latter reported that he had complied with the Council's requirements. However, an inspection on 9th September, 1977 revealed that fifteen of these requirements were outstanding and diversions from the proposed layout plan were also discovered. A copy of a new plan submitted by the applicant was sent to the Fire Services Department on 14th September, 1977 for clearance within the usual 30 working days' time limit. A letter from the new applicant dated 10th September, 1977 again reporting compliance with the outstanding requirements of the Council was received on 15th September, 1977. However, a further inspection was carried out on 21st September and eight of the requirements were found to be still outstanding. The applicant was informed accordingly on 4th October and a reply from the Director of Fire Services on the new layout plan is awaited.
